Northrop Grumman Technology Services sector is seeking a Program Manager to join our team of qualified, diverse individuals in defining the future. This position will be located in Woodlawn, MD. The qualified applicant will join Northrop Grumman's Health Systems Management team on a large project at the Centers for Medicare & Medicaid Services (CMS).
The Program Manager shall provide management, direction, administration, quality assurance, and leadership of the execution of a major CMS program which requires development and maintenance of a highly complex system along with a nationwide process for enrolling providers. The qualified candidate will be expected to:
Be responsible for organizing, directing, and managing all aspects of contract support functions involving multiple complex and inter-related project tasks that often require managing multiple teams of contractor and subcontractor personnel at multiple locations.
Shall be the coordinator of multiple assignments to technical and non-technical personnel, which requires effective planning and coordination of resources for successful performance.
Shall interface with the Government management personnel. Must possess strong oral and written communications skills in order to clearly and effectively convey issues, status reports, risk/opportunity assessment, quality management, data validation, and operational support.
Manage and maintain effective subcontractor relationships at all levels, including senior levels and ensure that subcontractors work is on budget and meets all documented quality standards.
Have the ability to formulate and execute a plan that utilizes the most appropriate technology and business processes to provide value to CMS by improving and streamlining Provider Enrollment processes through efficient and effective means.
Oversee that CMS mission, vision, goals and business objectives are being considered, aligned and planned for accordingly.
Possess the end-to-end vision, knowledge, skills and ability to plan, conduct, direct and supervise the technical work to be completed within this SOW, CMS business needs and is in compliance with both Federal and CMS programs, policies and procedures.
Roles and Responsibilities :
Manages team of leads, individual contributors, and subcontractors to:
Manage Change Process with customer and subcontractors
Meet deliverables and due dates
Collect and analyze metrics on performance and quality
Manages cost and schedule including EVMS baseline and reporting
Ensures project scope is clearly defined, signed off, and understood by the customer, team and all subcontractor
Organizes resources to support multiple tasks simultaneously and manages the execution of those tasks.
Provides oral and written communications on status and issues; anticipates issues or problems; works to mitigate or negate the anticipated effects of the problems.
Ensures Statement of Work responsibilities and deliverables are delivered on time and according to specifications and requirements.
Assists in managing and tracking of multiple subcontractors, in coordination with Subcontracts Manager.
Coordinates with Program Management Office and Mission Assurance leaders on the project to assure effective internal as well as external quality assessments, reporting and tracking, and other activities.
Ensures events and meetings are accurately documented and recorded, and resulting action items are assigned and tracked to completion.
Learns the customer’s business processes, pain points, policies, procedures, and the statutes under which they operate
Bachelor’s DegreeBS in Computer Science, Business or related field
Current and active PMP Certification is required
Minimum of five (5) years of experience managing/leading large (50 ) teams
Minimum of five (5) years of experience with subcontract and stakeholder management
Proven written and verbal communications skills a must
Demonstrated experience working as a contractor to a federal client.
Ability to work in high-energy, dynamic environment.
Ability to multi-task in time-constrained scenarios.
Must be able to obtain a Position of Trust designation
Experience in CMMI environment
US Citizenship or Permanent Residency (Green Card holder) required in order to obtain and maintain required security clearance
Experience in Medicare and Medicaid provider screening, enrollment and oversight
Experience in fraud, waste, and abuse in the Medicare and Medicaid programs
CMS experience, preferably with the Center for Program Integrity (CPI) and Provider Enrollment Operations Group (PEOG)
Experience using big data systems
