Northrop Grumman Technology Services is seeking an Mainframe Systems Engineer + 3/4 who will support several projects a large federal agency. These positions will be located in Woodlawn, MD .

The qualified applicant will become part of Northrop Grumman's Health Systems Management operating unit, which focuses on Healthcare IT solutions for our Federal, State, and Local government clients. The qualified candidate should also have strong analytical, problem solving, and communication skills with a keen attention to detail.

Description of Work:

The Mainframe Systems Engineer will be responsible for providing stable and reliable z/OS platform and applications software, applying patches and updates, building automation scripting, verifying and ensuring availability of the Mainframe platform. Tasks may include:

  • Provide expert analysis, design, development, implementation, and support of systems control software including operating systems, multi-user utilities, locally prepared subroutines, and inter-computer communications and vendor proprietary software for the multiplatform environments

  • Provide expert technical analysis for problem determination and coordination of system and software problems, employs problem analysis and resolution techniques, and analyzes the most difficult problems and determines the most effective methods of resolution

  • Develop data processing standards and other planning documents in accordance with the objectives and the work plan. Review and assess existing standards and policies to initiate and coordinate necessary revisions, deletions, or improvements

  • Keeping 70+ Commercial-Off-The-Shelf (COTS) software products updated and compatible on the production and testing mainframe environment SYSPLEXES.

  • Provide Mainframe System programming support, and support the stabilization of current WebSphere Application Server (WAS) environments

  • Install, implement and resolve problems within the IBM Liberty Profile and IBM Liberty Batch platforms

  • Build and document WebSphere cells on PPF, IPPF, MISF, HAF, and IHAF

  • Configure the WebSphere variables for each cell and for each application server

  • Configure the LDAP registry, the CICS connections, the IBM HTTP servers (Apache) and plug-ins

  • Create the self-signed server certificate, TCP port definitions for each application server

  • Install and configure CA Introscope on each applicable server

  • Designs major extensions and enhancements to mainframe operating systems software to support current, revised and new functional requirements.

  • Designs, develops, implements, and supports automated management techniques, enhancements, and procedures for operations, job scheduling, and storage media for mainframe environments.

  • Provides expert advice to systems components on technical capabilities and limitations, developments, and other matters related to mainframe operating system software.

  • Represents the Division on technical committees developing long range plans, systems, and procedures governing the direction of the mainframe operating system software and associated hardware.

  • Provides expert technical support to computer operations and applications programming personnel.

  • Prepares and presents oral and written recommendations to management on the feasibility of implementing new or revised operating systems software. Develops supporting documentation materials for the justification and acquisition of operating systems software.

  • Plans for and directs the development of benchmarks, pilot studies and validation procedures for new or revised mainframe operating systems software.

This requisition may be filled at a higher grade based on qualifications listed below. This requisition may be filled at either a Level 3 or a Level 4.

Basic Qualifications for a Computer Systems Analyst 3:

Minimum knowledge, skills, abilities needed.

  • Bachelor's degree and 5 years of relative experience OR Master's degree and 3 years of relative experience. An additional 4 years of applied experience may be substituted for degree requirement.

  • Must have 3 years of experience in one of the following:

  • Mainframe Automation Engineer

  • Mainframe OS Engineer

  • CICS Systems Engineer

  • Mainframe Sotfware Engineer

  • Mainframe WebSphere Administrator

  • Mainframe Web Service Developer

  • Must be able to obtain and maintain a Public Trust clearance.

  • Must be a US citizen or green card holder.

Basic Qualifications for a Computer Systems Analyst 4:

Minimum knowledge, skills, abilities needed.

  • Bachelor's degree and 9 years of relative experience, Master's degree and 7 years of relative experience or 13 years of relative experience in an IT field in lieu of a degree.

  • Must have 6 years of experience in one of the following:

  • Mainframe Automation Engineer

  • Mainframe OS Engineer

  • CICS Systems Engineer

  • Mainframe Sotfware Engineer

  • Mainframe WebSphere Administrator

  • Mainframe Web Service Developer

  • Must be able to obtain and maintain a Public Trust clearance.

  • Must be a US citizen or green card holder.

Preferred Qualifications:

Candidates with these skills will be given preferential consideration.

  • Prior SSA Experience
