Northrop Grumman Defense Systems is seeking a Senior Principal Web Software Developer to join our team of qualified, diverse individuals. This position will be located in Washington, DC. The qualified applicant will become part of Northrop Grumman's US Department of State (DOS), Bureau of Administration, and Information Technology Services Division of the Executive Office (A/EX/ITS's) team. This is a contract to provide the US Department of State with highly-skilled and qualified personnel to provide high quality, "state of the art" application development activities to be performed in support of A/EX/ITS systems and applications, leveraging an integrated and scalable framework to meet ITS's vision and requirements, leveraging Agile/SCRUM or a hybrid development methodology supported by a DevOps framework.

The Senior Principal Web Software Developer will design, plan, and/or execute the design and layout for Internet sites and web pages, which may include combining text with sounds, pictures, graphics, and video-clips. Responsibilities may include:

  • Competent in subject matter and concepts and may lead individuals assisting in the work

  • Applies extensive technical expertise, and has full knowledge of other related disciplines.

  • Develop technical solutions to complex problems which require the regular use of ingenuity and creativity.

  • Able to communicate effectively and clearly present technical approaches and findings.

  • Exercises considerable latitude in determining technical objectives of assignment

  • Assess customer needs, discuss requirements, and clarify goals

  • Regular customer meetings to evaluate and modify as appropriate; keeps customers informed of project progress

  • Design and modify site plan, using combination of graphic and written material, until the customer is satisfied

  • Design, maintain, and update information and digitized images, banners, bullets, charts, image maps, and other graphics to enhance appearance of site and keep the content/graphics current

  • Maintain site appearance by developing and enforcing content and Replace outdated program-scheduling apparatus.

  • Enhance capture ability for flexible acquisition options.

  • Enhance graphic design resources for creative information-sharing and branding.

  • Enhance editing capability for professional/aesthetic results.

  • Revamp User Interfaces on all BNET platforms.

  • Incorporate captioning device for independent operation and ADA section 508 compliance.

  • Designs, develops, troubleshoots, debugs, and implements software code (such as HTML, CGI, and Javascript) for a component of the website.

  • Works with graphic designers and other members of a project team to develop the site concept, interface design, and architecture of the website.

  • Assists with interface implementation.

Qualifications:

Basic Qualifications:

  • BS degree and nine (9) years of professional experience

  • Must have extensive knowledge of technology and web development

  • Must have experience with front-end web technologies and frameworks such as: HTML5, JSON, CSS, JavaScript

  • Must be a US Citizen and have an active Secret Clearance

Preferred Qualifications:

  • Experience leading an application development team and working across large, multi-disciplined functional and technical teams

  • Top Secret security clearance

  • Extensive knowledge in Cybersecurity, Computer Engineering, or related discipline

  • Experience supporting ServiceNow or Azure implementation

  • Experience with SharePoint and Tableau

  • Experience implementing a DevOps or DevSecOps framework

  • Experience with business process automation

  • Excellent presentation and communication skills in both oral and written form

  • Ability to manage dynamic deadlines and adaptability to shifting priorities

  • Demonstrated ability to effectively coordinate and collaborate with clients

  • Demonstrated ability to conduct thorough needs analysis and implement solutions

  • Attention to detail and maintaining proactive communication

  • Ability to critically review feature requests and make alternate proposals as needed

  • Excellent problem-solving and analytical abilities

  • Strong customer service and interpersonal skills

  • Experience working in the Federal Government
