Northrop Grumman is seeking multiple ITSM Governance Specialists to support the Revolutionary IT Services program at the US Army Corps of Engineers in the following location: Vicksburg, MS.

The ITSM Governance Specialist will:

  • Define, plan, design, and implement ITSM processes to meet evolving and changing needs and business requirements of USACE, including key stakeholders from CIO/G-6 and Divisions.

  • Lead the development of procedures, work instructions, and templates to support process execution.

  • Analyze and use reengineering approaches that ensure linkage among processes, service providers, and organizational structures in order to develop unified and consistent service delivery.

  • Leverage knowledge and best practice experience to identify and champion recommendations for improvements opportunities within the specific process area.

  • Ensure compliance with process-specific standards and policies.

  • Use established industry standard frameworks such as ITIL, Scaled Agile, and Lean Management, as well as improvement methodologies such as Lean Six Sigma.

The ITSM Governance Specialist also:

  • Monitors processes within the environment and throughout the ITSM process life cycle; validates adherence to specified process requirements and measurement activities; leads quality assurance activities related to process.

  • Establishes and maintains performance metrics to measure program success. Conducts quality assessments to validate proper implementation of processes to meet quality standards.

  • Leads analysis, evaluation, and assessment of process performance measurements, and briefs results and recommendations to the appropriate level governance forums.

  • Defines, designs and implements continuous improvement programs to ensure programs are integrated vertically and horizontally across Divisions / Districts. Installs process excellence supports for program governance, project reviews, communications, training, certifications and rewards.

  • Facilitates and coaches improvement teams / leads organizational change management. Applies process improvement, reengineering methodologies, and best practice principles to design and implement process modernization and improvements.

Basic Qualifications:

  • Bachelor's degree and a minimum of 8 years of related work experience including a minimum 5 years specialized experience in process engineering and IT Service Management -OR- a Masters degree and a minimum of 6 years of related work experience including a minimum 5 years specialized experience in process engineering and IT Service Management

  • Demonstrated experience in process design / process improvement, and advanced knowledge of IT Service Delivery and Governance Frameworks (e.g., ITIL, COBIT, ISO, etc.)

  • Ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

  • Extensive knowledge of the Enterprise services portfolio, and experience working with and communicating effectively with executive and Command leadership.

  • Demonstrated working knowledge of the Service Management workflows and ITSM processes.

  • ITIL Intermediate certification required.

  • Active Secret security clearance and US citizenship required.

Preferred Qualifications:

  • Demonstrated understanding of business strategy, digital transformation, and security/cybersecurity and the impact it has on Defense and third-party technology vendors focused on emerging digital and security trends.

  • Demonstrated knowledge of software accounting and chargeback processes; strong knowledge and experience in project management and business acceptance frameworks; and basic knowledge of financial management accounting principles.

  • Demonstrated experience in leading large Enterprise IT modernization projects, experience in creating interactive dashboards.

  • ITIL Expert, ServiceNow, Agile, and / or Six Sigma Green Belt or higher, certifications or training.
