Northrop Grumman is seeking an experienced and motivated professional for the role of a Principal Supply Chain Planning Analyst (SCPA) 3 with experiences in Global Supply Chain (GSC) Management, or related fields such as Business Management/Financial Planning, Contracts Administration, Project Management, Manufacturing or Materials Requirements Planning. The applicant will support Northrop Grumman Mission System's Maritime/Land Systems & Sensors programs in Sykesville, MD. This position is responsible for executing a diverse portfolio of program activities for production, warranty and spares related contracts.

The candidate must understand the all aspects of Supply Chain Management (SCM) - materials management, procurement, subcontracts, cost budgets and supplier quality to support engineering, production, logistics in the performance of their roles and responsibilities.

Essential Functions:

  • Develop and submit adequate GSC BOM/Cost Volumes. Support internal proposal reviews, fact-findings and requests for information responses, audits, customer negotiations, and sweeps.

  • Provide guidance and support relative to GSC and Business Management Processes and procedures.

  • Ensure compliance with these procedures and to Federal Acquisition Regulations and cost accounting standards (FAR, DFARS & CAS)

  • Support Price/Cost Analysis of Subcontractor Proposals and ensure compliance to sector and FAR policies and procedures. Develop and support GSC Cost Estimates and obtain appropriate GSC approvals.

  • Support the NAR ICE process including the development of floor positions for negotiation approval.

  • Knowledge and understanding of estimating and proposal analysis from both a labor and material perspective.

  • Experience in successfully training and mentoring peers.

  • Experience in understanding and identifying priorities and managing supplier and customer expectations. The selected candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels.

This position can be hired at either a level 3 or a level 4.


This position can be hired at a mid or sr level position.

Basic Qualifications for the mid/3 level:

  • Bachelors degree and 6+ years of work related experience in supply chain and/or business management; Masters Degree and 4+ years of work related experience in supply chain and/or business management.

Basis Qualifications for the sr/4 level:

  • Bachelors degree and 10+ years of work related experience in supply chain and/or business management; Masters degree and 8+ years of work related experience in supply chain and/or business management

Both levels must have:

  • Microsoft Office and SAP proficiency

  • Demonstrated success in data analytics/data driven decision-making

  • Strong leadership skills

  • Desire to learn, grow & teach

  • Effective interpersonal skills, commitment to fostering an engaging environment for others and excellent communication skills

  • US citizenship required Preferred Qualifications:

  • Masters Degree in Business or Supply Chain field

  • Demonstrated experience with developing complex agreements such as long term agreements, teaming agreements, strategic alliances, and overriding Terms and Conditions

  • Demonstrated working knowledge of earned value management systems, supplier financial reporting/forecasting, contracting/subcontracting, or supplier/program/product scheduling
