Northrop Grumman Business Management Manager 2 in Sunnyvale, California

The Northrop Grumman Mission Systems Rates and Budgets organization seeks a Budgeting Manager 2 to join its team. This position will manage the Rates and Budgets functions for the Marine Systems rate segment.

This position is responsible for the following work responsibilities:

  • Review and establish annual budgets for organization departments within NG Marine Systems; manage monthly variance reporting against established budgets; assess reasonableness of indicated final budget updates.

  • Manage preparation of Forward Pricing rate proposal packages to ensure timely and accurate submittals to the Defense Contract Management Association (DCMA) and Defense Contract Audit Association (DCAA).

  • Establish Booking rates in the beginning of each year and manage rate update process as needed throughout the year.

  • Support executive reviews of rate segment performance, including, budgets, actuals, and indicated final updates.

  • Build and maintain positive working relationships with internal and external customers, notably DCMA and DCAA.

  • Coordinate all Forward Pricing, Billing, and Booking rate updates with internal organizations, including SAP, Pricing & Estimating, and Earned Value Management.

  • Enforce rates and budgets policies and procedures, ensure rate segment compliance with internal SOX controls, and educate peers (both financial and non-financial) about compliance and budget guidelines.

The manager will lead a team of budget analysts and rates professionals and will be responsible for related staffing, performance management and professional development activities.


Basic Qualifications:

  • Bachelor's degree or higher with 10 years of industry related experience in finance, accounting, or program control - OR - a Master's degree with 8 years of experience.

  • Understanding of Government Cost Accounting Standards (CAS) and the Federal Acquisitions Regulations (FAR).

  • Highly proficient in Microsoft Office.

  • Strong analytical, leadership, communication, and organizations skills.

  • US Citizenship is required.

Preferred Qualifications:

  • Degree in Business Management, Business Administration, Accounting, Economics or related field of study.

  • Prior work with Government/Aerospace Industry preferred.
