Northrop Grumman Test Engineering Manager 1 (Rancho Carmel Production Test) in San Diego, California

Northrop Grumman, Mission Systems is seeking a leader to manage a team of highly motivated Radio Frequency (RF) and Digital Test Engineers in the Manufacturing Test Group at our Rancho Carmel Manufacturing site in San Diego, CA. This position manages, coordinates and evaluates Manufacturing Test Engineers according to their skill, experience and job knowledge. Candidate is responsible for complying with all technical aspects of the job. Provides test engineering support at Board Level Functional, Module, ESS and System

Testing. Develops training plans and provides training to test engineers and technicians. Compiles data and defines changes required in testing equipment, testing procedures, test coverage, manufacturing processes, or new testing requirements. Develops Technical Operational Manuals (TOM) and processes for test engineers and technicians.

Management Roles and responsibilities include, but are not limited to:

Lead a functional group of 8 to 12 test engineers including performance management, career development, training, staffing, and merit planning.

Provide project and technical oversight for test engineering activities performed by the group.

Maintain and ensure application of test processes including software releases and guidelines used in the group.

Develop test processes and manage overall test cost and schedule performance.

Manage test resources including people and keeping equipment online.

Evaluating staff needs and hiring.

Collaborate with peer managers to ensure consistency across multiple work groups including supporting design reviews.

Review product drawings for testability and test coverage; ITAs for ease of use, meeting requirements of production testing, testing all test interfaces and have adequate test coverage.

Technical proposal and labor estimates preparation related to production test.

Determines daily test engineering support priorities based on coordination with manufacturing support staff and in conjunction with production plans, capacity, availability of equipment, and manpower. Leads continuous improvement projects, labor and cost reduction. Develops and maintains quantitative metrics to better manage test area performance.

Basic Qualifications:

Bachelor's degree in Electrical, Test, Systems Engineering or other STEM related degree.

Strong understanding of Digital/RF products.

Knowledge of LabVIEW and Test Stand.

Strong knowledge of automated test equipment.

Demonstrated success in working in a team environment and strong interpersonal skills, project leadership.

Working knowledge with testing methods, procedures and product quality including root cause corrective action.

Experience in data analysis and development of performance metrics, skills in Excel/Access, in a performance based and metrics driven culture (Cpk, Histograms).

Able to provide direction to determine priorities to achieve goals.

Ability to make decisions that impact the organization's credibility, operations and services.

Experience in composing process documentation, i.e. test procedures, technical operation manual and ability to train others in these areas.

Ability to evaluate tool and equipment selection, optimizing performance, cost and safety.

U.S. citizenship with the ability to obtain and maintain a Department of Defense (DoD) Secret clearance or higher.

Preferred Qualifications:

Master's degree in Engineering, Business Management, Engineering Leadership, Six Sigma, Lean Six Sigma or equivalent.

Digital/RF Engineering experience including responsibility as an integrated product team or technical lead.

Knowledge of mechanical and electrical manufacturing/production processes.

Working knowledge with a variety of industry standards (including but not limited to IPC-610, J-STD, 7711/7721, MIL and ANSI).

Able to provide Skills Development - Developing specific skills such as: Transceiver, PA, Switches, Microprocessor, Analog, Audio and RF Testing, design for testability, ITA and Tester Design.
