The Product Lines Department in the Resilient Network Systems (RNS) OU in San Diego is seeking a Department Chief Engineer (CE) to serve as the technical leader for the various programs. The Department CE will be the lead Engineering representative for various programs within the Product Line Department and is responsible for providing technical oversight and team leadership for the development of complex military communications systems involving Voice, Data, Tactical Datalinks, and IP Datalinks.

The candidate is expected to have a broad technical background and a proven record of success leading both small, and large, multi-disciplined engineering teams in the development and implementation of military communications systems. Experience with formal test and qualification efforts for military communications systems is highly desired. The candidate is further expected to operate and lead teams in both laboratory and field environments.

Responsibilities include: working with the Department and Senior Management to define technical roadmaps, assist with Business Development, Capture, and Project Execution efforts related to various programs. The candidate will organize project engineering staff as required, tracking progress through regular staff meetings, and report status to Department and Senior Management. Direct interface with existing and potential customers is expected.

The position will support on and off site project developments, demonstrations, and customer exercises as required.


Basic Requirements:

Experience with integration of complex Air and Ground based electronic networked systems (HW, SW, NW, RF)

Candidate must have practical experience and a thorough understanding of the following Tactical Data Links and message formats:

Experience leading both small and large scale product development teams on complex systems.

Presentation skills to effectively provide status to internal executive management and customers

Experience assisting with business definition and capture efforts

Experience working with functional management organizations to improve process efficiencies across engineering disciplines

14 Years with Bachelors in Science; 12 Years with Masters; 9 Years with PhD.

Minimum of SECRET Clearance required

Preferred Qualifications:

Experience contributing to and developing product technical roadmaps

Experience with US Government Tactical Data Link certification and test lab processes

The selected person must be an effective communicator, both verbally and with the necessary written skills to interface with high level government customers, as well as demonstrated experience in preparing concept papers, proposals, briefings, test reports, progress reports & cost estimates. The candidate must be able to plan, estimate, organize, integrate & manage technical activities across multiple engineering disciplines, along with the ability to effectively communicate & motivate people to work as an integrated team across locations, companies & cultures.
