Northrop Grumman is seeking an experienced and motivated professional for the role of a Sr Principal Supply chain subcontract specialist experiences in procurement, or related fields such as Business Management/Financial Planning, Contracts Administration, Project Management, Manufacturing or Materials Requirements Planning. The applicant will support Northrop Grumman Mission System's Communication Center of excellence programs. This position is responsible for executing a diverse portfolio of program activities for production, development, IRAD and all other program efforts.
The candidate must understand the all aspects of Subcontracts, cost budgets and supplier quality to support engineering, production, logistics in the performance of their roles and responsibilities.
•Management of contractual requirements for suppliers. Create and submit request for proposals in accordance with program requirements. Support internal proposal reviews, fact-findings and requests for information responses, audits, customer negotiations, and sweeps.
•Provide guidance and support relative to Subcontracts Processes and procedures.
•Ensure compliance with these procedures and to Federal Acquisition Regulations and cost accounting standards (FAR, DFARS & CAS)
•Support Price/Cost Analysis of Subcontractor Proposals and ensure compliance to sector and FAR policies and procedures.
•Support the NAR ICE process including the development of floor positions for negotiation approval.
•Knowledge and understanding of estimating and proposal analysis from both a labor and material perspective.
•Experience in successfully training and mentoring peers.
•Experience in understanding and identifying priorities and managing supplier and customer expectations.

Bachelor's degree and a minimum of 10+ years experience managing subcontracts and proposal activities.
Knowledge of FAR/DFAR requirements and cost reimbursement subcontracting
Ability to convert written procedures to practical applications
Successful supplier management experience
SAP or similar procurement system experience
Proficient in Microsoft Office (Excel, Power Point)
Ability to obtain and maintain a DoD security clearance (clearance not required to start)
Project management experience
DoD secret clearance
Considered expert in Subcontract Management within DoD environment
Owns management of highly-complex subcontracts
Independent management of complex and diverse supply base portfolio
Utilizes analytical problem solving skills and strategic thinking abilities to resolve business issues
Collaborates with Program Office, Engineering, Business Management, Quality Assurance, Planning, etc. to oversee subcontractor cost, schedule and technical performance
Analyzes supplier-based risks and identifies risk mitigations
Determines sources of supply, prepares Requests for Proposals and evaluates proposals for compliancy
Negotiates terms and conditions, price, schedules and performance/quality requirements
Issues the Purchase Order/Subcontract with appropriate documentation
Manages subcontractor performance as a member of the Subcontract Management Team
Provides subcontract guidance to technical staff
Mentor junior subcontract staff
