You will be responsible for the Production Operations and Quality Assurance Functional Proposals, Impact Studies, Change Requests, and Internal Change Cost Analysis, Submittal and Support. You will manage a team of estimators across multiple platforms/programs with Processes and Toolsets to support the Analysis, Methodologies, Projections, Impact Assessments, Basis of Estimates, Fact Finding, Negotiations and Budgeting of Estimates. Compiles cost, schedule, and technical elements in thedevelopment of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.
Basic Qualifications: Bachelor's Degree plus a minimum of 5 years experience in Business Management, Estimating, Industrial Engineering, Manufacturing Engineering, Leadership, or a similar or STEM related profession (OR)a Master's Degree with a minimum of 3 years of experience in Business Management, Estimating, Industrial Engineering, Manufacturing Engineering, Leadership, or a similar or STEM related profession.
Working knowledge of production operation functions (touch labor and relative support), tasks, and processes
Candidate must have a background in estimating and estimating methodologies and theory, trend analysis, improvement curves, and BOE development
Must be proficient in MS Excel, PowerPoint, and Word
Experienced in Military contracts RFP / Change systems and requirements.
Operations touch labor improvement curve theory and modeling
Leadership and Team motivating / building experience
Experienced in negotiations
Background in Production Labor / Direct Dollar and Quality Assurance, Estimating, Methodologies, Theory, Model Development, Trend/Statistical Analysis, Logic/Error Checking and BOE development on major proposals
Experience in presenting technical and theoretical analysis to leadership
