Job Description

This requisition may be filled at a higher grade based on qualifications listed below.

Northrop Grumman has an opening for a Level 3 Principal Proposal Analyst or a level 4 Sr Principal Proposal Analyst to join our team of diverse, qualified individuals! This position will be located in on site in Palmdale, CA or San Diego, CA .

Essential Functions:

  • Develops, plans and schedules proposals

  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications

  • Ensuring compliance with Customer, FAR, and NGAS Estimating System Regulatory Requirements

  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.

  • Researches and analyzes historical data, develops cost models to support proposal efforts

  • Coordinates activities and participates in fact-finding meetings

  • Participates in should-cost and pricing reviews with management and customer representatives

  • Participates as a member of the contract negotiating team

  • Use of MS Office exincluding PowerPoint, Outlook, Word and Excel with Pivot tables and V-Look ups

  • Present and brief pricing, cost issues and risks to senior and executive leadership

This requisition may be filled as either a level 3 Principal Proposal Analyst or a level 4 Sr Principal Proposal Analyst.

Basic Qualifications for a Principal Proposal Analyst:

  • Bachelor's degree with 6 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, OR a Master's Degree with 4 years of relevant experience

  • Must have an active Secret Clearance and the ability to obtain/maintain program access and Top Secret Clearance prior to starting

  • Proficiency with MS Office Suite, specifically Excel and Word

Basic Qualifications for a Sr Principal Proposal Analyst:

  • Bachelor's degree with 10 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, OR a Master's degree with 8 years of relevant experience

  • Must have an active Secret Clearance and the ability to obtain/maintain program access and Top Secret Clearance prior to starting

  • Proficiency with MS Office Suite, specifically Excel and Word

Preferred Qualifications:

  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles

  • Ability to work as an integral member of the Subcontract/Procurement team to achieve Global Supply Chain, Program, and/or NGAS objectives, while maintaining compliance during all stages of the proposal/acquisition process

  • Ability to meet deadlines in a challenging, multi-tasking environment.

Salary Range: $86,300 - $129,500

Salary Range 2: $107,000 - $160,600

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
