BACN Programs Department at the NGMS Airborne C4ISR Division in San Diego is seeking a Deputy Chief Engineer (CE) to serve as a technical leader for the BACN department. The Deputy CE will support the BACN Department Chief Engineer as the lead Engineering representative in the Department, responsible for leading all aspects of the multi-disciplined Engineering efforts related to the BACN programs and serving as the technical authority on the program and maintaining the integrity of the technical baseline.

The Deputy CE coordinates with the BACN Department Program Managers, individual IPT Leads, Engineering Leads & IPT Engineers to ensure the integrity & executability of the programs’ technical baselines, and to identify any resources required to execute the engineering statements of work. The Deputy CE ensures that the decisions of the program’s CCBs on the configuration of the deliverable product & the technical approaches achieve the expected system performance & technical requirements. The selected candidate is also responsible for making sure that all engineering activity within the department is executed in accordance with sector engineering processes and procedures.

The Deputy CE is responsible for the accuracy of engineering cost & schedule estimates for program execution and in all ECPs & proposals, and ensures that solid technical program management techniques are utilized across the BACN department in the areas of risk management, TPM tracking, and robust IMS tracking.

The candidate must be an effective communicator, both verbally and in writing. The Deputy CE routinely interfaces with high level government customers, and is called upon to prepare or review concept papers, proposals, briefings, test reports, progress reports & cost estimates. The candidate must be able to plan, estimate, organize, integrate & manage technical activities across multiple engineering disciplines, along with the ability to effectively communicate & motivate people to work as an integrated team across locations, companies & cultures.

Position summary: Supports BACN Department Chief Engineer in technical oversight across several programs, including BACN, ROBE, and Fifth-to-Fourth Gateway. Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.

Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.


Basic Qualifications:

  • Technical background consistent with a system consisting of networked communications payloads and manned and unmanned aircraft

  • Technical experience in the integration of complex Air and Ground based electronic networked systems (HW, SW, NW, RF).

  • Ability to provide technical guidance and leadership to execute system correction of deficiencies through robust root cause and corrective action processes.

  • Technical leadership skills for developing complete end to end system design solutions and mission effectiveness. Experienced in assuring communications systems satisfy USG Concept of Operations (CONOPS).

  • Experience with the validation and deployment of mission system functionality

  • Knowledge of processing, exploitation, and dissemination tools and processes

  • Presentation skills to effectively provide status to internal executive management and customers.

  • Strong focus on affordability to drive interaction with functional management to improve process efficiencies across engineering.

  • BS applicable engineering or scientific degree.

  • 14 yrs experience with Bachelors; 12 yrs with Masters; 9 yrs with PhD

  • Proven ability to lead/manage personnel

Preferred Qualifications:

  • Prior military experience and/or experience working with both military operational and acquisition organizations.
