The COMSEC responsibilities will include ensuring maximum COMSEC safeguards are in place, configuration management using the Electronic Key Management System (KMI) Local Management Device / Key Processor System Manager, managing proper accountability, handling, storage, packaging, shipment, and administration of all cryptographic materials, troubleshooting, software upgrades, system equipment certifications. Other duties will include the order and transfer of cryptographic keys, interfacing with the KMI help desk, communicating with vendors and providing KMI changes and trend information to other security team members and management. The COMSEC position will also assist in the ongoing development, presentation and accurate record keeping of COMSEC security awareness training for all COMSEC users.
Additional responsibilities will include, but are not limited to:
Responsible for the management of the key, equipment, configuration, distribution, and planning of cryptographic networks assigned to local account. Ensures Cryptographic hardware is at or above mandatory levels. Oversees and manages the cryptonet to ensure proper operation. Ensures all nodes are running on current key - no expired key. Disconnects nodes for non-compliance. Uses remote management platforms to maintain and manage networks when needed. (GEMOne, VINE, Etc…). Validates Cryptographic Network requirements. Validates Node requirements for continued use annually. Validates accreditations for requirements. Validates physical security requirements are met. Creates and Maintains distribution lists and provides lists to COR annually. Ensures TPI requirements are met. Reports Incidents to COR. Ensures all NSA and COR policies are being met and maintained. Manages the overall COMSEC posture for Rancho Carmel. Responsible for the receipt, custody, issuing, safeguarding, accounting for, and destruction of COMSEC material and to maintain records and submit all required accounting reports. Establishes controls so only properly cleared personnel with a legitimate need are issued COMSEC material. Establish a comprehensive user-training program for all account CRO alternates and users. Ensure COMSEC Account compliance with COMSEC requirements by conducting a Self-Assessment. Follow standardized customer support processes on requests for information, support or service. Provide copies of all COMSEC-related policy waivers to the account's designated COR representative.
The COMSEC position will directly work with the Government as the site COMSEC POC and will be responsible for assisting in the management of all procurement, fielding, and sustainment of Crypto/Keying material and devices across the organization. This individual will also be responsible for the tracking, control, and inventory requirements of all Government Furnished Equipment (GFE) and company owned COMSEC equipment. This position will be in Rancho Carmel, CA with occasional travel to other Northrop Grumman facilities.
Basic Qualifications:
5 Years with Bachelors in Science; 3 Years with Masters; an additional 4 years of applicable work experience may be substitute for a bachelor's.
Top Secret clearance with a Single Scope Background Investigation (SSBI) current within 6 years.
Experience with Controlled Cryptographic Items (CCI) equipment and associated keying material.
Experience with DoD requirements for protecting classified information including requirements pertaining to the general safeguarding, control, transmission, disposition, and retention of classified material.
Ability to properly track and document the issuance, inventory, and receipt of COMSEC materials.
In depth knowledge of DoD COMSEC principles and Crypto Keymat management policies and regulations.
Knowledge of security classification associated markings and physical security requirements for secure vaults and rooms.
Ability to instruct users on proper use and protection of COMSEC material.
Preferred Qualifications:
Experience with Key Management Infrastructure (KMI) and NSA/CSS Policy Manual 3-16.
Security+ (current 8570 certification).
Familiarity with IT Security and associated concepts (i.e., requirements, countermeasures, risk management, contingency planning, emergency action procedures).
Experience with DoD and SAP accounts.
Proficiency in some or all the following NSA Type I Encryption Devices: KG-175, KIV-7, KG-250, SKLs, VIPERs.
Ability to maintain a professional and courteous manner in difficult situations.
Ability to maintain high quality work to manage multiple critical projects.
Ability to perform and participate in a team-oriented environment.
Ability to communicate effectively with a diverse group of users.
Excellent customer service skills and demeanor.
Salary Range: $97,500 - $146,300
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
