Northrop Grumman Corporation, Mission Systems Sector, Navigation & Maritime Systems Division, Salt Lake City Campus, seeks a Supply Chain Program Planner 3 to join our Global Supply Chain team to support and manage the Lifecycle O&R/Spares.
The Supply Chain Program Planner (also known as a Supply Chain Planning Analyst) position is primarily responsible for the planning, coordinating and execution of material & service procurement content for a single or multiple programs. The position functions as the primary interface between the Program Management Office and the Global Supply Chain (GSC) organization. The SCPP must be capable of defining plans capable of supporting the tactical and strategic needs of the program(s) and communicating these plans as actionable objectives to procurement and subcontract administrator personnel.
The Supply Chain Program Planner (SCPP) is responsible for knowing the complete content to be procured, the requirements for each content item, the cost targets, the schedule and the placement strategy. The SCPP is responsible for monitoring/coordinating cost and schedule (Cost Account Manager), identifying/mitigating risk (Risk Manager) and ensuring the successful technical performance elements of purchased material/ services.
The SCPP position is responsible for leading the development of supply chain elements of their assigned program(s) for all bid and proposal efforts within the Salt Lake city campus business areas. This is inclusive of material and labor estimates and risk/opportunity development. The individual will ensure that prior to program execution, all elements of our proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and various supply chain management strategies related to materials, procurement and subcontracts management.
During program execution, the SCPP is responsible for ensuring that all supply chain commitments for their program(s) are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks. The individual will identify, predict, and manage cost, risk & opportunities, carry out business area strategies, manage earned value, ensure timely purchase order placement & material receipts and drive the timely resolution of issues that emanate at our suppliers. This position will also interface with the functional areas of Engineering, Mission Assurance, Production (Ops), Logistics, Facilities and Business Management across the business area in support of their program execution.
The SCPP will be responsible for forecasting portfolio material sales, variance analysis and creating Estimates at Completion for their program. The SCPP will be responsible for the oversight of each program(s) cost account for labor and material as well as supporting internal and external audits. The SCPP will manage all major subcontracts along with the Subcontract Administrator.
Coordinate all phases of the procurement strategy from initiation of the supplier strategy in the capture/proposal phase through material/service delivery.
Manage daily material requirements to ensure validity, meet cost targets, achieve timely order placement and drive on-time delivery.
Communicate design and scope changes that impact material requirements.
Expedite supplier procedure approvals and other technical requests.
Ensure the procurement BOM integrity, understand the individual part requirements, know the cost targets, know the schedule requirements, know the procurement status of each part and communicate all to the stakeholders.
Prepare accurate EACs.
Prepare accurate material receipts forecasts.
Prepare briefs to management for proposals Basis of estimate (BOE’s) and estimates at completion (EACs).
Ensure supplier's compliance to contractual flow downs, terms and conditions, contractual requirements, specifications and drawings.
Manages excess material for the program.
- U.S. Citizenship and ability to obtain government security clearance
- Bachelors degree and a Minimum 6 years relevant experience (e.g. cost account management, supplier financial reporting/forecasting and supplier/program/product scheduling).
- High level of proficiency in MS Office suite and SAP.
- Master's degree in Supply Chain, Business or Operations
- EVMS experience
- Experience working in an engineering environment
- Interim clearance
