Northrop Grumman Mgr Programs 2 in Sacramento, California

Northrop Grumman Mission Systems is seeking a Program Manager 2 for its Sacramento, CA office to capture and manage technology development programs related to the Defense Microelectronics Activity Advanced Technology

Support Program.

The Program Manager will be required to support the development of the Contractual Engineering Task, support the performing organizations Cost and Technical proposals and provide the Program Management of the portfolio of programs under the ATSP ID/IQ contract. This position requires strong oral communication skills and technical writing abilities to support proposal development and briefings to Mission Systems Baltimore senior staff members as well as senior government customers. A technical background, although not required, is beneficial.

As a Program Manager, the individual will act as the executive program manager for all phases of programs from inception through completion. He/she will be responsible for interfacing with internal and external customers and reporting to the Defense Microelectronics Activity.

Other responsibilities include:

  • Participate in the negotiations

  • Develop business opportunities

  • Coordinate the preparation of proposals

  • Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance

  • Develop new business and expand the product line with the customer

  • Monitor adherence to master plans and schedules and financial forecasts; identify program problems and obtain solutions

  • Direct the work of employees assigned to the program from administrative areas

  • Manage a program or a function within the larger organizational unit, setting and operating to objectives and providing

guidance to subordinates based on goals, objectives, and company policy

Basic Qualifications:

  • Bachelor's Degree plus at least 5 years of relevant program management and business development experience

  • Detailed knowledge of the planning, program creation, and program management processes

  • Demonstrated success in managing projects to cost, performance, and schedule requirements

  • Demonstrated success in leading and developing cross functional teams

  • Ability to travel domestically

  • Active Secret clearance

Preferred Qualifications:

  • Experience with ID/IQ contracting

  • Experience interfacing with DMEA, DARPA and other S&T (Science and Technology) customers in the development of

advanced technology programs

  • Understanding of the Government budget process

  • Technical degree

  • Top Secret
