Northrop Grumman Space Systems is seeking a Material Estimating Manager 2. This position will be located in Roy, UT and will support the Ground Based Strategic Deterrent (GBSD) program. Learn more about the GBSD program here.
What You'll Get To Do:
•The estimating manager will support the development of the entire Global Supply Chain (GSC) estimate during proposals including Bills of Material (BOM), associated GSC labor, subcontractor proposals, Price/Cost Analyses (PCA) of supplier proposals and supplier negotiations.
•This position allows for strategic alignment of resources and staffing in support of SDSD Business Management, and Strategic Deterrent Space Systems Pricing and Estimating departments.
•The selected candidate will be responsible for the leadership and management of all aspects of the Strategic Deterrent Space Systems Programs material estimating and price/cost analysis functions.
•This position requires the incumbent to possess a Department of Defense (DoD) active Secret security clearance with the ability to obtain a Top Secret (TS) clearance.
•The stated clearance level must have been updated within the last 6 years.
•This position will report to the Division Director of GSC for SDSD and dotted line to the Division CFO.
•Specific responsibilities include:
•Develop and maintain the GSC-related portion of the SDSD Estimating System
• Management of proposal analysts and their applicable proposal workload, estimating documentation and approval, training, hiring, maintenance of the material estimating system software, proposal databases, and related department performance metrics
• Develop and submit compliant GSC proposal products to pricing and estimating for inclusion in cost volumes
• Support customer fact-findings and requests for information responses, DCAA audits, customer negotiations, and Truth in Negotiation Agreement (TINA) sweeps
• Participates in internal GSC estimating reviews, external customer proposal reviews, and prime contract negotiations as necessary
• Ensure compliance with sector policies & procedures, and to Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS)

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Bachelor's degree and 5 years' experience with either price-cost analysis, material estimating, project management, proposals, accounting, finance, cost estimating, pricing and estimating, procurement, contracts or subcontracts OR a Master's degree with minimum 3 years' of stated experience
Demonstrated success in leading managers and/or professionals to achieve projects and schedule requirements.
Demonstrated ability to create and maintain trusted relationships with internal and external customers.
Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributors.
Ability to travel domestically and internationally.
U.S citizen with existing US Government Secret Clearance and ability to obtain US Government Top Secret clearance.
Master's degree and minimum 8 years of DoD contracting experience
Knowledge and understanding of Material Estimating and Proposal Analysis including Pricing and Estimating, Price/Cost Analysis, and Proposal Adequacy as prescribed in DFAR (DFARS proposal adequacy checklist)
Active DoD Top Secret clearance
Working knowledge of SAP.
