Northrop Grumman Aerospace Systems is seeking a highly qualified, mission oriented individual to lead a team of cross-discipline professionals located in Rocklin, CA.

The Global Hawk Program has many different contracts across the portfolio of Advanced Development, Production, and Sustainment. Each program area has individual AOP and LRSP commitments associated with continuing the business operations which requires responding to on-going Requests For Proposals. The proposals range from $5M up to $300M. The Proposal Mgr position will be responsible for defining and improving the overall Global Hawk proposal process, as well as, leading all of the different Proposal Managers to generate their specific proposals to be responive to the customer requests.

Essential Functions:

  • The Strategy-Integration Manager directs the activities of the team, and the Global Hawk program's participation in USAF Joint Capabilities Integration and Development System (JCIDS), as well as the strategy behind goals and objectives for the joint Global Force Management program focused on the allocation and apportionment of the USAF Global Hawk weapon system to the Combatant Commanders.

  • The scope of this billet also includes organizing the Global Hawk programs participation in all activities support Tactics, Techniques and Procedures for all variants of the weapon system to include participation and representation at Weapons and Tactics Conferences (WEPTAC), as well as all related activities supporting the creation, development, refinement, maintenance and institutionalization of Tactics, Techniques and Procedures (TTPs) beneficial to program performance, positioning and growth.

  • The Strategy-Integration Manager is also responsible for all operational modeling, simulation, visualization and tool requirements associated with worldwide operations of all mission types in support of engagement, specific operational training, and deployment activities.

  • Management and execution of the toolset work required to adequately characterize Global Hawk mission performance across the range of military operations, with management of the actions and ties to fielded teams and procedures, is required to optimize system performance and accurately assess effectiveness as a means to validate both DCGS and JFACC/ISR (or HAF/A2) independent assessments of system performance.

  • Addressing any disparities and developing strategies to rectify are also focus items for the billet and team.

BASIC QUALIFICATIONS

  • Bachelor's Degree from an accredited university.

  • Minimum of 5 years of Project Management Experience

  • Experience with high altitude ISR Main Operating Base Functions and Requirements.

  • Active In Scope DoD Secret Clearance or higher

PREFERRED QUALIFICATIONS

  • Master's Degree

  • Top Secret/SCI Clearance

  • Domestic and International Operational Experience

  • Excellent communication skills

  • Proven leadership skills
