Northrop Grumman Aerospace Systems is seeking a highly qualified, mission oriented individual to lead a team of cross-discipline professionals located in Rocklin, CA.

The Global Hawk Program has many different contracts across the portfolio of Advanced Development, Production, and Sustainment. Each program area has individual AOP and LRSP commitments associated with continuing the business operations which requires responding to on-going Requests For Proposals. The proposals range from $5M up to $300M. The Proposal Mgr position will be responsible for defining and improving the overall Global Hawk proposal process, as well as, leading all of the different Proposal Managers to generate their specific proposals to be responive to the customer requests.

Essential Functions:

Directs the activities of the team supporting existing or fielded Global Hawk and derivative programs, focused on United States Air Force (USAF) Sensitive Reconnaissance Operations (SRO) and Communication Gateway/Broad Area Communications Node (BACN) mission operations around the globe.

Responsible for managing the highly complex and classified intelligence, surveillance and reconnaissance missions operational support activity at all forward operating locations, as well as operational support activities for main operating bases to include aircrew training, exercise and trial participation, and demonstrations or early operational capability requirements.

Responsible for managing all aspects associated with customer engagement, shaping, planning and implementation of manpower, deployment coding, Unified Collection Requirements Committee participation, and USAF Global Hawk support to international programs.

Maintains leadership of the relationship with main operating base (MOB) and forward operating location (FOL) planning staffs and leadership, supports customer multi-discipline teams in their plans and programs activities, supports Global Hawk program SOW where applicable, and collaborates within the Global Hawk program enterprise to optimize market placement of Global Hawk from a mission-oriented perspective.

Supervises a staff responsible for 2 MOBs, 5 FOLs, Republic of Korea Global Hawk operations at two locations on-peninsula, and the fielding and employment of the Japan Global Hawk program.

BASIC QUALIFICATIONS

  • Bachelor's Degree from an accredited university.

  • Minimum of 5 years of Project Management Experience

  • Military Fielding Experience and/or with Fielded Platforms and Programs

  • Active In Scope DoD Secret Clearance

PREFERRED QUALIFICATIONS

  • Master's Degree

  • Top Secret/SCI Clearance

  • Operational Global Hawk Program Experience

  • Excellent communication skills

  • Proven leadership skills
