Northrop Grumman Aerospace Systems (NGAS), Space Systems Division is seeking a highly motivated individual with strong work ethicsand analytical skills to work closely with the pricing and businessmanagement team for a major program. Successful candidates must have excellent communication, quantitative, research, and analytical skills and the capability to lead cost proposals. Candidate would effectively be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, candidate will support gate reviews, government audits, customer fact-finding and negotiations with the customer. Key duties include:

Responsibilities include:

Develops, plans and schedules proposals, including leading and supporting medium to large proposals, including new business cost proposals

Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements

Lead and coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments

Researches and analyzes historical data, develops cost models to support proposal efforts

Present and brief cost issues and risks to senior management

Participates in customer/industry integrated product team (IPT) reviews

Coordinates activities and participates in customer fact-finding meetings

Participates in should-cost and pricing reviews with management and customer representatives.

Lead and support DCAA audit reviews for proposals and other customer cost reviews or risk quantification exercises, including S-Curve development

Participates as a member of the contract negotiating team

Conducts reviews and analysis for cost/pricing data relating to proposals

Basic Qualifications:

Bachelor's Degree

6 years of Proposal analyst experience; 4 years with a Master's degree

Familiarity with the concept and application of Improvement Curves, COTs tools (e.g. SEER, PRICE)

Knowledge of FAR/DFARS and other government regulations

Proficiency with MS Office Suite, specifically Excel, PP and Word

Must have Active SSBI and a Secret clearance to start
