Northrop Grumman Aerospace Systems is seeking a Manager, Programs Level 3 to join our team of qualified, diverse individuals located in Redondo Beach, CA. The position reports to the Communication Systems Vice President within the Space Systems Division, and is responsible to plan and direct all program management/execution activities for the Protected Tactical Enterprise SATCOM (PTES) Joint Hub program. The PTES program will provide the multi-satellite constellation mission management for the Protected Tactical SATCOM architecture. The PTES Joint Hub Program Manager provides the overall program planning, organization, direction and management of this in support of the NGMS PTES contract with AF SMC to provide the Protected Tactical SATCOM mission management. Scope includes the systems engineering, design, development, subcontract management of major subcontractor L3 West, integration, test, sell-off, and delivery of up to 32 Joint Hubs to NGMS (6 Joint Hubs delivered for IOC and 26 Joint Hubs to achieve FOC), as well as support to NGMS for the design of the overarching PTES system and its interfaces to external systems and organizations. The Joint Hub Program Manager is responsible for all aspects of program management, including managing the technical/schedule/cost baseline and associated risks and opportunities, and the technical, business, contracts, and supply chain management functions required to plan, organize, direct, coordinate, controll and approve actions compliant with the Prime Contractor's direction to accomplish program objectives.
Primary responsibilities for this position are cost, schedule and technical performance of the PTES Joint Hub Program. Other related responsibilities will include:
Establishing milestones and managing performance to schedules, identifying program risks/ opportunities/ issues and developing solutions in the event of re-allocation of resources or changing contractual requirements; driving issues and decisions to closure considering competing points of view and overall company strategic priorities.
Building an effective multi-site, multi-company program team in a complex environment ensuring that all employees feel engaged and connected to their work
Building and maintaining trusted relationships with customers
Regularly interfacing with customer contacts for program activities, leading program review sessions with customer to address cost, schedule, and technical performance
Participating in the negotiation of contract and contract changes including preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
Effectively coordinating and collaborating with functional leadership across NGAS and NGMS to ensure required staffing, processes and infrastructure are available to efficiently execute the contract.

Bachelor's Degree in a STEM discipline (Science/Technology/Engineering/Math) from an accredited university
A minimum of 7 years of experience in IPT/program management
Active DoD Secret clearance
Demonstrated ability to create trusted relationships with customers
Demonstrated ability to lead systems engineering, design, development and delivery of VHDL and processor hardware on schedule and on budget.
Team leadership experience
Knowledge of customer and business area
Excellent EV (cost and schedule) manager
Thorough understanding of software and hardware design/development processes
Skilled at identifying risks and driving issues to closure
Able to make timely tough decisions
Effective engaging people across all levels of the organization
