Northrop Grumman Aeronautics Systems has an opening for a Manager Proposals 2 to join our team of qualified, diverse individuals within our Air Dominance Division. This leadership role is located on site in Redondo Beach, CA with partial telework available.

In this role, the Manager Proposals 2 will manage and develop a team of proposal analysts responsible for the assessment for cost of products and services supporting Aeronautic Systems. These products and services are included in Commercial Aircraft, Military Aircraft and Launch Structures. As the manager, you will be responsible for staffing, managing, and cultivating a group of price cost analysts that determine the feasibility of buying products and services by establishing price reasonableness. This is done by evaluating supplier proposals according to FAR, DFARS, CAS/GAP, and our own internal procedures. These evaluations can be price analysis and/or costs analysis that assesses a supplier's proposal and their elements such as material (BOM/CBOM), labor, other direct costs (ODC), direct & indirect rates, CER factors, escalation, and profit/fees. This position also requires proposal support in dealing with contract personnel, proposal coordinators, customer representatives, engineers, DCAA and DCMA auditors, vendors, and subcontractors.

This management positions will report directly to the AD Division P&E Director and provide daily matrix support to Business Managers supporting the Aeronautics Systems portfolios.

Responsibilities:

  • Lead Price Cost Analysis activity for one or more lines of business for Aeronautics Business Unit

  • Manage team's staffing, resources, tools and training

  • Provide performance goals, development actions and leadership expectations

  • Engage with business unit leadership to develop acquisition and estimating strategies

  • Supports, and provides advice to, policy and regulation issues (FAR/DFAR/Internal Procedures/CAS)

  • Establish strategic relationships both internally with business unit leadership and externally, with government counterparts and suppliers

Basic Qualifications:

  • Bachelor's Degree with 10 years of related Business Management experience, or a Master's Degree with 8 years of Business Management experience

  • Must have the ability to obtain and maintain a secret clearance

  • Strong understanding of pricing and estimating strategies

  • Business and proposal cost structures/elements

  • Prior experience overseeing teams or projects

  • Ability to present to leadership and internal/external customers

Preferred Qualifications:

  • Experience managing people

  • Active secret clearance

  • Aerospace Defense Industry Experience

Salary Range: $122,200 - $183,400

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
