Northrop Grumman Manager, Pricing Cost Estimating 1 in Redondo Beach, California

Northrop Grumman Mission Systems is seeking a Pricing Cost Estimating Manager 1 to support the Sector Subcontracts Price Cost Analysis (SPCA) group. The position may be located in Redondo Beach, CA, San Diego, CA or Rolling Meadows, IL. The SPCA group is responsible for the completion of all required subcontractor cost analyses, supporting both Mission Systems proposal activity and subcontract negotiations and execution, in compliance with FAR and Northrop Grumman policies and procedures.

The responsibilities of the Pricing Cost Estimating Manager 1 include, but are not limited to, the following:

  • Workload management and oversight of a team of cost analysts ensuring timely and quality Proposal Cost Analysis completion

  • Provide required organizational training and oversight regarding the use of industry techniques/ practices to conduct fact-finding and establish fair and reasonable cost analysis positions and negotiation ranges. Including completion of a supplier proposal compliance review and the comprehensive review of all elements of cost including direct labor, material, ODC and indirect costs in ensuring compliance with FAR, DFARS, SPP and NGC procedures

  • Maintenance of cost analysis working tools, metrics, and visibility

  • Serve as an interface between Global Supply Chain Management, Pricing and Estimating, Program Management Office, and proposal customers, to ensure consistency and transparency in proposal strategy and schedules to best enable the team to meet customer requirements and schedules

  • Interface proactively with Suppliers through engagement with Global Supply Chain

  • Manage DCAA/DCMA requests for subcontractor cost analysis field pricing assistance and negotiation support.

Basic Qualifications:

Bachelors degree and at minimum 5 years of related experience

Basic understanding of subcontract cost analysis requirements, tools and techniques and knowledge of cost accounting practices, DFARS and FAR.

Strong analytical and leadership skills

Ability to obtain secret clearance

Preferred Qualifications:

Secret clearance

Project or team lead experience in auditing, Government contracting and/or business management / supply chain experience

The applicant should have knowledge of FAR, with working knowledge of Parts 15 and 31.
