SSSD has an opening for a Manager Contract Administrator 2 in our Communication Systems Business unit to join our team of qualified, diverse individuals. This position will be located in Redondo Beach, California and requires a Top Secret clearance with SCI or SSBI to start.

The successful applicant will become part of Northrop Grumman's contracts organization and will have overall contracts management responsibilities for the business area. The successful candidate will be a direct report to Contracts Manager 3 and will work closely on a day-to-day basis with the program directors, managers, business managers, operations manager, capture managers, and other functional teams supporting this business area.

The successful candidate will be responsible for all aspects of the portfolio from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance and risk mitigation.

Candidate's ability to build strong customer intimacy and employee engagement is a key priority to assist with this important business area. The Contract Manager will review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies and therefore a keen attention to detail is essential. Candidate will also be responsible for planning and executing successful contract negotiations of a complex nature and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals. Regular and proactive interface and effective collaboration is required with program, technical and operations organizations in order to provide guidance and direction based upon the requirements of the contracts, change management discipline and to ensure timeliness of CDRL submissions.

The Contract Manager's responsibility includes being able to make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export and security for seamless contract administration. The successful candidate will be responsible for the direct supervision and management staff personnel and for providing objective-oriented direction utilizing management guidelines & general policies while maintaining a strong level of engagement.

Successful candidate must also demonstrate commitment and energy to meet customer needs. Contract Manager's ability to provide concise and effective communication through presentation, written documentation or email format with different levels of Management is key. Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

This position's standard work schedule is 9/80. The 9/80 schedule allows an employee to work a nine-hour day Monday through Thursday and take every other Friday off of work.

Qualifications:

Basic Qualifications:

  • Bachelor's degree in Business or Finance and a minimum of 5 years of experience in government Contract Administration or Business Management

  • Demonstrated 1+ year of leadership or supervisor experience

  • Experience working large portfolio of Proposal and Contracts related activities

  • Working knowledge of SAP software

  • Strong knowledge FAR/DFARs

  • Candidate must have an active Top Secret security clearance with an SCI or SSBI

Preferred Qualifications:

  • Masters or Juris Doctorate

  • Strong proposal development skills, solid negotiation skills, and excellent oral and written communication skills

  • Demonstrated problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion

  • Demonstrated ability to effectively communicate with and influence others Established dynamic self-starter with strong attention to detail and the ability to function independently
