The Space Systems CIO PMO is seeking a Principal or Senior Principal level CIO Program Manager in support of Strategic Space Systems Division (SSSD) functions in the Redondo Beach, CA area. Specifically, this position will support Global Supply Chain , Facilities/Site Ops , Security , Communications and Business Management . The ESPM leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable SSSD strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across SSSD programs. In addition, the ESPM, in coordination with CIO service lines, is accountable for the delivery of all CIO services including Classified Solutions, Cyber Security and IT Service Delivery.

Responsibilities will include but not be limited to the following:

  • Execute Chief Information Office strategy and operational activities including service delivery, technical requirements gathering, build versus buy analysis, infrastructure solutions and project execution

  • Maximize the alignment of site Enterprise Services with the ES operating model, strategies, and investments and communicate ES events and enterprise initiatives to the sites and programs

  • Coordinate with site business leadership, homeroom managers, and end user groups to identify, plan, implement, and sustain Enterprise Services to meet site, division and sector strategic and tactical objectives

  • Act as the CIO ambassador to business leadership, functional organizations, and site employees and advocate to represent business unit/functional requirements and concerns to the Space Systems CIO PMO management

  • Coordinate testing and acceptance of CIO initiatives, pre-production and support user training, and on-going feedback

  • Monitor customer satisfaction with service delivery and engage CIO and Global Operations resources to assist as required to meet and exceed CIO and Global Operations service level objectives

  • Develop strong/empowered relationships with cross functional sector groups. Drive and influence simplification improvements while understanding business partner/program business objectives and needs.

  • Escalate service actions and associated delivery priorities as required.

  • Identify systemic technical and service delivery challenges and then coordinate solutions with CIO and Global Operations functional representatives; engage constructively to identify solutions

  • Develop, present, and obtain approvals for CIO budgets, project plans, and functional/business unit initiatives

  • Deliver leadership, peer engagement, and highly effective collaboration across the Space Systems CIO PMO supporting Space Systems sector, SSSD and CIO enterprise initiatives and project.

Basic Qualifications for a level 3:

  • Associate's degree with 7 years of experience, or Bachelor's degree with 5 years of experience, or Master's degree with 3 years of experience.

  • Must have the ability to obtain and maintain Top Secret clearance and SCI access.

  • Must have experience in either project management, cost, budgets, or scheduling.

  • Must have a minimum of 5 years of experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel.

  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.

  • Demonstrated ability to pro-actively identify issues and solutions to those issues, and drives issues rapidly to closure.

  • Excellent organizational, verbal, and written communications skills.

  • Ability to work onsite at Redondo Beach site at least one day per week.

  • Ability to travel up to 10% of the time.

  • Associate's degree with 11 years of experience, or Bachelor's degree with 9 years of experience, or Master's degree with 7 years of experience.

  • Must have the ability to obtain and maintain Top Secret clearance and SCI access.

  • Must have experience in either project management, cost, budgets, or scheduling.

  • Must have a minimum of 5 years of experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel.

  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.

  • Demonstrated ability to pro-actively identify issues and solutions to those issues, and drives issues rapidly to closure.

  • Excellent organizational, verbal, and written communications skills.

  • Ability to work onsite at Redondo Beach site at least one day per week.

  • Ability to travel up to 10% of the time.

Preferred Qualifications:

  • Prior Northrop Grumman Sector-specific experience.

  • Broad background in IT Infrastructure, business applications, and operations.

  • Ability to perform risk & opportunity analysis and prepare detail cost and technical proposals.

  • Active Top Secret/SSBI security clearance with an adjudication or reinvestigation date within the past 5 years, and the ability to maintain the required clearance; additionally, the selected candidate will be required to obtain SCI access within a period of time as determined by customer and/or program requirements.

Salary Range: $104,600 - $157,000

Salary Range 2: $129,700 - $194,500

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
