Northrop Grumman Aerospace Systems is seeking a highly qualified, mission oriented Subcontracts Administrator Manager 3 to lead our team of qualified, diverse individuals. The Subcontracts Manager will be responsible for managing a subcontracts team, which includes a team of two Manager 2s and 15 Subcontract Administrators (various levels) that support the Development, Sustainment, and Production programs in the program portfolio.
The Subcontracts Manager will be based in Palmdale, CA and will lead a team at that site as well as a small team in Oklahoma City, OK.
Directs and manages all cost, schedule and technical performance requirements that are levied on subcontractors and are required to ensure performance and support of contract milestones.
Acts as the main focal point to major suppliers for all subcontract related activities; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office.
Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost/delivery/quality accountability.
Acts as an integral part of Integrate Product Team and Subcontracts Management Teams (SMTs) to make decisions affecting the performance of subcontractors. Establishes milestone objectives and manages performance to committed schedules and contractual specifications.
Provides daily direction to staff of subcontracts professionals to ensure program commitments are met.
Recruits, trains, and develops subcontracts professionals as needed.
Ensures team adherence to company procurement policies and procedures as well as compliance with FAR and DFAR regulations.
Performs other functional manager responsibilities including time charging approval, performance evaluations, weekly reporting, etc.
Interfaces with DCMA to discuss supplier performance and procurement process as applicable

Minimum of 10 years of combined experience in any of the following: Subcontract Management, Procurement, Program Management or Contract Management
Minimum of 3 years experience managing contracts in excess of $50 Million
Minimum of 3 years experience conducting oral presentations to senior leadership.
Minimum of 3 years experience using any of the following software tools: SAP, Excel, PowerPoint, Tableau, or MS Project
Must possess active DoD Secret Clearance or Higher
Masters Degree in Business, Global Supply Chain or Project Management
Experience working on high dollar value subcontracts, e.g., $50M plus is preferred.
Internal Northrop Grumman Subcontracts experience
Minimum of 1 year experience in Aircraft Sustainment Programs
Minimum of 8 years of DoD Subcontract Management Experience
Active DoD Secret or Top Secret Clearance
