NGAS Flight Test Engineering & Operations Department oversees the testing of a wide variety of manned and unmanned vehicles across multiple programs, including: B-2, E-2, Global Hawk, Triton, X-47B UCAS, and NATO AGS programs.

This position is a Technical Operations Lead, tasked with oversight and management of the operational aspects of ongoing projects. This person serves as liaison between project management and planning, project team, and line

management.

This position is located in Palmdale, CA.

Responsibilities include:

  • Leads collection and reporting all metrics to include:

  • First Time Quality

  • Test Efficiency

  • Backlog recovery

  • Develop new metrics to improve flight test management to include:

  • Lab metrics

  • Test Point burn up/burn down charts

  • Safety/incident/near miss stats

  • CPATS/process escape stats

  • Injury stats

  • Training/certification lapse rates

  • CDRL rejection rate

  • Engagement/Personnel stats

  • Manage the Flight and Ground Contractor Operation Procedure (FGCOP) contact list along with Command Media reviews for updates/cancellations to AS and Company Command Media. Notifies FGCOP stakeholders as a secondary

notification to ensure Government Flight Representatives (GFRs) have been appropriately notified IAW established procedures.

  • Reviews status of projects and budgets for the Center of Excellence (CoE) and other strategic initiatives

  • Manages the integration of schedules and prepares status reports for all active flight test programs.

  • Manages Ground Test Engineering Operations and Instrumentation Manpower meetings and subsequent products

needed to support manpower decisions at higher level meetings.

  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Develops mechanisms for monitoring project progress and for intervention and problem solving with Flight Test

managers, project managers, line managers, and clients

  • Manages Aircrew training record database and maintains pilot records in accordance with FAA regulations

  • Manages the SharePoint initiative and subsequent actions required to support the Director with this development.

  • Manages various tasks from the CoE Director to include organizational chart changes, IT tool lists, software requests, CPATS inquiries, risk and opportunity assessments, end of year charts for various meetings, ground safety data calls, and other audits/requests.

Basic Qualifications:

-Bachelor's Degree plus6 years' experience inoperations or engineering OR Master's Degree plus4 years' experience

  • Project Management/Coordination experience

  • Active DOD Secret security clearance required to start

Preferred Qualifications:

  • Experience with military or civilian flight operations

  • Experience building intranet websites for information, collaboration, and project tracking highly desired. (HTML,

JavaScript, SharePoint, Excel)

  • Expert level knowledge of MS Excel, Word, PowerPoint and Project to create reports, track metrics, present data to

executives, management, and line personnel

  • Excellent verbal communication skills up and down the organization

  • PMP or other project management certification

  • Military flight operations experience highly desired
