Northrop Grumman Technology Services is seeking a Manager, Programs to provide objective-oriented direction and work assignment to team members utilizing management guidelines & general policies of the programs located at Oklahoma City, OK.
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the shaping & negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Reviews design concepts, criteria and engineering efforts for product research, development, integration and test. Leads development of new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Provides programmatic leadership of multi-functional team to meet contractual requirements. Performs as the programmatic liaison with the customers on all program elements. Ensures Cost and schedule performance on all types contracts. Prepares and presents program plans and budgets. Develops and implements contract change proposals. Constantly works to improve contractual performance (cost, schedule & OM).
Bachelor’s degree plus a minimum of 12 years of experience in a programmatic, contractual, or logistics related field.
Must have previous and proven management and leadership experience.
Strong understanding of contract structure to ensure cost and schedule performance under both fixed price & cost contract types.
Proven ability to provide program status presentations to senior Management and customers.
Current DoD Secret clearance is required.
Current B-2 Program access
Experience with C101, NAR/ICE, and color team proposal reviews
Direct experience with TPV over $100M
