Job Summary
Defines and monitors mission assurance program specifications and processes to ensure mission success of programs. Performs or assures quality, risk management, safety, reliability and maintainability of program achievements, subcontractors, and suppliers in accordance with contractual requirements. Assesses program performance and risks and determines resources to ensure mission assurance. This position is on-site only at Northridge, Ca, and supports programs under AARGM/ER and Advanced Weapons . Relocation though not guaranteed, may be considered.
Key Job Responsibilities:
Primary Mission Assurance interface to Program Offices and customers for Mission Assurance matters.
Reviews requests for proposals and develops estimates for labor and other direct costs (ODC) for the work to be performed by Mission Assurance. Provides Global Supply Chain quality requirements to be included in supplier requests for proposals.
Supports proposal commitment reviews meetings, customer requests for information, and negotiations.
Reviews contracts for Quality Assurance requirements. Develops, implements, and maintains Quality Assurance Program Plans and Program Quality Requirements. Ensures flow down to implementing personnel.
Leads program corrective action board meetings, material review board meetings, and other program-specific Mission Assurance related meetings, when required.
Monitors program quality metrics and implements Return to Green (RTG) plans, when required.
Performs cost account manager (CAM) duties for Mission Assurance tasks on programs, including EVMS reporting and estimate at completion (EAC) updates.
Provides inputs to internal and external Program Management Review packages (PMR, CDR, etc). Briefs subject matter, as required.
Primary responsibility for monitoring and reporting status on implementation of Mission Assurance program specific plans, such as Manufacturing Readiness Plans, First Article Plans, Variability Reduction Plans, etc.
Ensures timely preparation and delivery of program CDRLs assigned to Mission Assurance.
Provides inputs on Quality performance for Contractor Performance Assessment Reports (CPARs).
Actively participates in program Risk and Opportunity Management Board (ROMB) meetings.
Conducts process audits on programs, planned and unplanned, to ensure program success.
Represents Mission Assurance at various other program reviews and review boards including but not limited to customer status meetings, IPT meetings, Configuration Control Board (CCB), Design/Peer Reviews, Manufacturing/Test Readiness Reviews, etc.
Primary Mission Assurance interface for new design development work
Primary Mission Assurance interface to ensure new product/design is properly transitioned to production.
Other responsibilities as assigned by Mission Assurance Management.
Basic qualifications:
BS degree in Engineering AND 9 years of experience OR MS with 7 years of experience OR PhD with 4 years of experience.
Experience with quality engineering, inspection methods, production control, manufacturing operations, product test & evaluation, reliability, defect analysis, and control of nonconforming material
A basic knowledge of interpreting customer contractual, technical and MA requirements and ensure these requirements are integrated into program plans, specifications, and product drawings.
Familiarity with ISO 9001 / AS9100 Quality Management System certification process.
Knowledge of MRB (Material Review Board) standards.
Proficient in Root Cause Analysis tools, such as Ishikawa, FMEA, DOE, 8D, 5 Why, etc.
Ability to read engineering documentation and inspect drawings and parts lists, inspection plans, and supplemental instructions.
Proficient in MS Office Suite.
Ability to obtain a (DoD) Secret clearance
Preferred Qualifications:
Costpoint and TipQA experience.
Proficient with AS9102 and AS9103 Aerospace standards.
CAM/Earned Value certification.
Active (DoD) Secret clearance
Salary Range: $133,000 - $199,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
