Northrop Grumman Aeronautics Systems has an opening for a Manager Pricing Cost Estimating 3 to join our team of qualified, diverse individuals within our Strike organization. This leadership role is located in Melbourne, FL.

In this role, the Manager Pricing / Cost Estimating 3 will have accountability for Pricing and Estimating and manage and develop a team of analysts responsible for the generation of cost products supporting a key business area within the Strike Division. This position reports directly to the Pricing and Estimating Director of Strike and is a matrix report to the Strike Business Director. This position will be based in Melbourne, Florida and requires that the selected candidate work from the office daily. This position may require travel up to 25% of the time.

Key responsibilities include managing the team's staffing, resources, tools and training to ensure successful submission of firm proposals, not-to-exceed estimates and rough order of magnitude estimates in a timely manner. This will involve the preparation of cost reports and presentation of findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

In addition to managing employee staffing, training and development, this individual is responsible for ensuring all program pricing activities are in accordance with applicable regulations, policies, and best practices to achieve operational excellence, financial performance, and customer satisfaction. In this role, there will be a close partnership with the leaders of other program functions including Program and Business Management, Capture, Contracts, Cost and Schedule Management, Global Supply Chain, Engineering, and Mission Assurance.

In addition, responsibilities will include but are not limited to:

  • Engaging with business unit leadership to develop estimating strategies needed to successfully negotiate follow-on business and new capture efforts

  • Act as the primary conduit between Program and Division Leadership, and Frontline Managers/Individual contributors to communicate leadership expectations, regular feedback and corrective actions as needed

  • Establishing program policy, procedures, and processes addressing cost proposal development, quality standards, and cost analyses

  • Overseeing the collection and analysis of cost data from functional representatives, subcontractors, and vendors.

  • Create cost models for cost estimating elements as required.

  • Briefing all levels of management: at the operating element, sector, and corporate levels; as well as customer leadership

  • Providing manpower update, and other program reporting requirements

  • Supporting DCMA/DCAA offices and Government Compliance regarding proposal and business system audits

  • Support the functional homeroom (within the timelines of requirements)

Basic Qualifications:

  • Bachelor's degree in Finance, Business, Mathematics or related discipline with 9 years of experience in Pricing & Cost Estimating disciplines -OR- 7 years of stated experience with a Master's Degree

  • 3+ years in a Leadership or Supervisory role

  • Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership.

  • Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.

  • Working knowledge of Enterprise Pricing Software (i.e., ProPricer)

  • Experience in proposals of various contract types (e.g. CPIF, CPAF, CPFF, FFP, etc.) and of varying sizes

  • Active Secret Security Clearance and ability to obtain and maintain SAP clearance is a prerequisite

Preferred Qualifications:

  • Active Top Secret Security Clearance and ability to obtain and maintain SAP clearance

  • Master's degree

  • In depth knowledge of Pricing, Risk Analysis, Statistics, and other quantitative analytical tools

  • Technical air vehicle acumen is desired

  • Experience with supporting the development of Life Cycle Cost Estimates

  • Experience in development of proposal cost or pricing Strategy

Salary Range: $138,400 - $207,600

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
