Northrop Grumman Mission Systems sector is seeking a Civil Computer Aided Dispatch Program Manager 3 to join our team of qualified, diverse individuals. This position is located in McLean, VA and will become part of Northrop Grumman's Land Forces and Protective Systems Operating Unit (OU) under the Operational C4I Department.

Put your years of managing large-scale systems integration and product-based programs to work transforming the future of public safety agencies. In this role, you will be tasked to lead and grow a broad portfolio of programs with customers across CONUS and OCONUS. Responsibilities will include guiding and collaborating on a number of different contract types and across several different product lines. The selected Program Manager will be responsible for all aspects of program portfolio execution and growth. The leader will have overall responsibility for sales, awards, margin, schedule, technical performance and customer satisfaction on each assigned program. The Program Manager will manage customer relationships to minimize risk, identify and resolve issues, and expand the current business through organic growth and by supporting the capture and bidding of new business opportunities.

Roles and Responsibilities:

• Shape and lead the Civil CAD Program containing a diverse portfolio of State and Local Public Safety customers

• Achieve program goals and objectives as defined in the Annual Operating Plan (AOP) and flow-down Division/OU organizational goals and objectives

• Oversee project managers across all phases of projects from inception through completion

• Ensure that the different projects and products meet the needs of their respective customers and position Northrop Grumman as a trusted partner

• Serve as primary point of contact for customer. Maintain excellent customer relationship on existing programs, and develop new relationships with additional City/State departments and agencies

• Provide thought leadership to expand current business through organic growth and supporting new business and new solution offerings

• Manage and/or support capture and proposal efforts, business plans, operating budgets and financial terms/conditions of new business opportunities. Complete the migration to a Product Operations Center business model.

• Support contract and contract change negotiations

• Oversee subcontractor relationships

• Contribute to the development of strategy and communications from concepts to solve complex problems, new processes to improve productivity and effectiveness

• Institute process improvement, process structure, and accountability. Drive the CAD engineering team toward full adoption of Agile processes and DevOps

• Lead organizational change management activities to ensure appropriate staffing levels, skill set mix, and professional development

• Identify and develop strategies for new growth opportunities

• Interact and collaborate closely with program managers, capture and proposal managers, functional staff, and OU management

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

• Bachelor's degree

• Minimum 15 years of experience including 5 years of experience managing large scale (>$25M) system implementation, integration, and/or upgrade activities

• Demonstrated experience in successfully delivering complex solutions with multiple integration points

• Demonstrated experience in managing programs with multiple contract types

• Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often conflicting requirements and priorities

• Experience in organizational change, change management, staff realignment

• Experience in establishing and leading commercial product line business models

• Possess a proven track record in using metrics to drive performance success on managed programs

• Experience working within an Agile environment

• Ability to travel 10-25%

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:

• Experience in Public Safety arena

• Experience with computer aided dispatch systems, includes technical understanding

• Experience with standards creation bodies

• Strong understanding of Agile DevOps

• Project Management Professional (PMP) or Agile related certification(s)
