Northrop Grumman SSSD has an opening for a Program Manager responsible for planning, overseeing and managing the Evolved Strategic SATCOM (ESS) Rapid Prototype (RP) space segment program execution. This position will be located in Manhattan Beach, CA.

The five-year ESS RP program scope includes space segment System Engineering to SRR, SFR, PDR major milestones; Technology Maturation/Risk Reduction (TMRR); and Demonstrations leading to and including an integrated modernized payload demonstration; while meeting technical performance, cost, schedule, quality, and customer-satisfaction objectives and goals. The successful candidate will "own" the ESS technical, schedule and cost baselines and Technology Maturation and Risk Management plans, drive day-to-day operations, direct and manage execution across various development teams and engineering and production areas, develop mechanisms for monitoring project progress and for intervention and problem solving with project managers. The ESS PM will establish a strong partnership with the SMC ESS Program Office team to support SMC as the system integrator, enable our ESS RP execution, and achieve high customer satisfaction. The ESS PM will also work closely with and support our ESS Capture Manager to define and execute our capture strategy, and to pursue, propose and win the follow-on ESS satellite production and deployment program.

The primary objective will be the delivery of all ESS contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Cultivating customer relationships and intimacy to enable our program execution and competitive positioning to win the follow-on.

  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans

  • Maturing and managing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives

  • Measuring and reporting program execution performance

  • Delivering presentations to customers, executive management and other program stakeholders

  • Negotiation of contract changes, specification changes, schedule milestones, and key contract terms and conditions

  • Establishing concepts, criteria, and engineering efforts for product, design, development, demonstration, integration and test

  • Identification, distribution, tracking, and completion of program requirements

  • Establishment and management of the program and subordinate baselines

  • Development and adherence to budget baselines utilizing internal Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

  • Identifying, allocating and managing program resources, including workforce planning and recruiting

  • Identifying and managing Government/customer supplied property or information (GFE, CFE, etc.)

  • Identifying, securing and managing subcontractors and suppliers to meet program objectives

  • Adherence to all internal processes, policies, and applicable industry standards

  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities

  • Development and adherence to master plans and schedules

  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization

  • Partnering to support Capture Strategy execution, to shape, compete for, propose and win the follow-on production program.


Basic Qualifications:

  • Bachelor's Degree from an accredited university with a minimum of ten (10) years relevant experience in a related field or industry to the role as defined in the job description

  • Minimum of five (5) years of experience leading diverse teams spanning many different engineering, subcontract and development areas

  • Experience in the execution and management of cost, schedule, technical and risk aspects of a product/system development

  • The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs

  • The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program

  • The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program

  • Experience in the development and execution of capture strategies to pursue, propose and win new business

  • Active (in-scope) TS/SCI

Preferred Qualifications:

  • Ability to recognize and leverage synergies across programs to improve ESS prime competitive position.

  • Management of a team executing on Firm-Fixed Price cost type contract, designing and demonstrating state of the art electronics and antenna hardware and software

  • Strong understanding of how to sub-allocate requirements to design and build the components of this architecture so as to meet the system-level performance requirements.

  • Ability and flexibility to reallocate cost margin quarter-to-quarter based on program objectives, progress, prioritized risks/mitigations, and our competitive position.

  • Support trades associated with satellite/constellation architectures and associated payload HW and SW trades, in order to optimize the best cost/schedule/technical details of a competitive offering for the subsequent production phase.

  • Knowledge of and experience with USSF SMC space missions, acquisition and program execution processes.

  • Knowledge of and experience with USSF Strategic SATCOM architecture and requirements.
