Program Managers are responsible for leading all phases of execution, from inception (proposal development) through completion (contract closeout) or re-compete. Primary responsibilities will include but are not limited to:

  • Develop customer relationships and cultivate customer/prime contractor intimacy to develop further opportunities within the customer community.

  • Creates a positive employee experience for the employees assigned to program by focusing on retention initiatives and supporting professional development.

  • Leading and directing a cross-functional Integrated Program Team (IPT) to meet program cost, schedule, and technical objectives.

  • Development and delivery of presentations to customers, executive management, and other program stakeholders

  • Develop new business opportunities through long term strategic planning, capture planning and proposal development.

  • Knowledge and execution of a variety of proposal and contract types (FFP, CPFF, etc.)Creation, review, and finalization of the program Statement of Work

  • Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.

  • Adherence to all internal processes for Program Management

  • Completion and tracking of the Contract Requirements Traceability Matrix

  • Ensure program team understands & adheres to the contract scope.

  • Development and adherence to Integrated Master Schedules (IMS)

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

  • Thorough risk & opportunity management to include identification, mitigation, and realization.

  • Submission of program performance in internal reporting systems (i.e. IPRS)

  • Coordination of Contract Change Board activities internally and with the customer/prime contractor, to include Engineering Change Proposals (ECP), Government Property (GFE, CFE, etc.) tracking and management, addressing workforce planning needs, as needed.

A successful candidate will:

  • Ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle.

  • Ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.

  • Consistently make time to seek and incorporate input from customers and understand their expectations.

  • Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers.

  • Guides program team and support functions on how to take action to satisfy customer expectations.

Basic Qualifications:

  • 10+ years’ experience in a manufacturing, global supply chain, and/or program environment with a Bachelor’s degree or 7+ with a Master’s degree.

  • 6+ years’ of demonstrated success leading teams/and or organizations to achieve a common goal.

  • Experience in a leadership position on government programs over $50M or IR&D efforts over $10M.

  • Demonstrated leadership in development-phase program execution to lead the performance of tasks on schedule and at cost.

  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

  • Experience developing and delivering presentations to customers, executive management, and other program stakeholders.

  • Exceptional communication, presentation, and collaboration skills

  • Proven ability to build and lead a program management team to successful outcomes.

  • Proven proficiency in Earned Value Management System (EVMS)

  • Proven experience with defining proposal strategy and leading proposal teams.

  • Proven ability to adapt, recognize, and respond to executive and customer goals to rapidly develop outcome supporting sector objectives.

  • Active Secret clearance is required to start.

  • The willingness to obtain and maintain TS/SCI is required.

Preferred Qualifications:

  • Active/current TS/SCI Security clearance is highly preferred.

  • STEM degree highly preferred

  • Experience leading development teams through SRR/PDR/CDR.

  • Demonstrated success leading teams and/or organizations to achieve a common goal.

  • Proven experience delivering unit level or higher products through Assembly, Integration and Test.

  • The ability to apply knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.

  • The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • The ability to recognize and respond to customer needs to develop additional sales that support organizational objectives.

Salary Range: $172,500 - $258,700

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
