In this exciting position, you will be responsible and accountable for the strategy, planning, and execution of all material and services content for all depot management activity at the Lake Charles Maintenance and Modification Center.
Youwill performas the communication and management focal point for the Program Management team, and for a team of both procurement and subcontracts administration specialists. Responsible for leading the entire supply chain, while actively managing cross-functional relationships to ensure all requirements are understood, commitments are met and to mitigate urgent requirements and potential risk elements for Program execution.
In coordination with the Program and functional Global Supply Chain managers, she/he will develop the material strategy and lead the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensure that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance. Introduces continuous improvement initiatives related to purchasing.
Candidate will be required to establish and manage metrics to identified metrics in accordance with GSC requirements and in consideration of Program requirements. Further,she/he will be accountable for actively monitoring compliance with regulatory and internal requirements and provide education and assistance to ensure team performs at advanced levels of compliance.
You will be responsible for actively managing inclusion, engagement and productivity of team of 8-10 individuals with a wide range of skill set and abilities in a matrixed organization
Youwill be responsible for managing incoming proposal development efforts, including establishing agreements to protect information exchange, establishing beneficial, complementary teaming agreements for pursuit of opportunities and negotiating terms and conditions to support execution of assigned Statement of Work.
Youwill also manage a team of procurement specialists responsible for procuring Contract Labor support for the Depot efforts and in support of multiple external customers.
Bachelors with a minimum of 10 years related experience -OR- a Masters with a minimum of 8 yearsrelated experience.
Minimum of three (3) years experiencemanaging ateam of subcontracting and/or procurement personnel for expenditures in excess of $50M annually.
Minimum of three(3)years managing proposal development efforts, including establishing up front agreements, negotiating teaming arrangements, terms and conditions for subcontract relationships and managing performance requirements.
Advanced understanding of DFAR clauses.
Ability to obtain/maintain a Secret level security clearance
Experience managing teams responsible for purchasing supplemental contract labor in support of multiple disciplines
Experience managing DMS issues related to aging fleets
Experience managing subcontract and procurement activities in a matrixed organization.
Experience with SAP
Experience communicating with senior executive leaders to report status, draft solutions and coordinate path forward
