The Northrop Grumman Mission Systems (NGMS) Sector's Missile Defense and Protective Systems (MDPS) Division Supply Chain Team is offering an exciting career opportunity to supportthe Poland IAMD Program. MDPS is seeking a Supply Chain Planning Specialist (SCPS) to join its team of qualified and diverse Supply Chain professionals supporting the acquisition of a wide range of electronic, machining and services commodities. This position is conditional upon award.

Reporting to the Global Supply Chain Manager for the Poland IAMD program, the Supply Chain Planning Specialist (SCPS) is primarily responsible for the planning, coordinating and execution of material and service procurement content for the program. This position functions as the primary interface between the Program Management Office and the Global Supply Chain (GSC) organization. The SCPS must be capable of defining plans capable of supporting the tactical and strategic needs of the program and communicating these plans as actionable objectives to procurement and subcontract administrator personnel. The SCPS is responsible for knowing the complete content to be procured, the requirements for each content item, the cost targets, the schedule and the placement strategy. The SCPS is responsible for monitoring and coordinating Earned Value metrics (cost and schedule performance) as the CAM(Cost Account Manager) with Business Management, identifying and mitigating risk, and ensuring the successful technical performance of purchased material and services.

The SCPS position is also responsible for leading the development of supply chain elements of their assigned program(s) for all bid and proposal efforts. This is inclusive of material and labor estimates and risk/opportunity development. The individual will ensure that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and various supply chain management strategies related to materials, procurement and subcontracts management.

During program execution, the SCPS is responsible for ensuring that all supply chain commitments for their program(s) are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks. The individual will manage cost, risk & opportunities, carry out business area strategies, ensure timely purchase order placement & material receipts and drive the timely resolution of issues that arise at suppliers. This position will also interface with the functional areas of Program Management, Engineering, Mission Assurance, Manufacturing Operations, Logistics, and Business Management across the business area in support of their program execution.

The SCPS will be responsible for forecasting portfolio material receipts, variance analysis related to Earned Value performance, providing inputs to comprehensive EACs (Estimates at Completion) for their program(s), and any associated Return to Green (RTG) plans. The SCPS will be responsible for the oversight of each program(s) cost account for labor and material, as well as supporting internal and external audits. The SCPS will also be responsible for the oversightof their functional metrics and bi-monthly program reviews of their program(s).

Responsibilities include:

  • Coordinate all phases of the procurement strategy from initiation of the supplier strategy in the capture/proposal phase through material/service delivery

  • Manage daily material requirements to ensure validity, meet cost targets, achieve timely order placement, and drive on-time delivery

  • Communicate design and scope changes that impact material requirements

  • Expedite supplier procedure approvals and other technical requests

  • Ensure the procurement BOM integrity, understand the individual part requirements, know the cost targets, know the schedule requirements, know the procurement status of each part and communicate all to the stakeholders

  • Prepare accurate material receipts forecasts

  • Work with Procurement and Subcontracts to ensure supplier's compliance to contractual flow-downs, terms and conditions, contractual requirements, specifications and drawings

  • Manages excess material for the program

Basic Qualifications:

  • Bachelor's degree and minimum 6 years progressive supply chain experience and/or business management or Master's degree with minimum 4 years' experience

  • Demonstrated working knowledge of global supply chain/operations/logistics MRP/ERP systems/tools

  • Experience with cost account management, supplier financial reporting/forecasting and supplier/program/product scheduling

  • Proficiency in MS Office Suite

  • US Citizenship and ability to obtain government security clearance

Preferred Qualifications:

  • Proficient in using SAP for material and finance data analysis

  • Minimum of4+ years demonstrated success/problem solving skills in supply chain, business management, operations, or program management
