Northrop Grumman Mission Systems is seeking a Subcontracts Manager to join its team of qualified, diverse professionals. The successful applicant will oversee the Strategic Systems Business Unit Global Supply Chain (GSC) activities within the Missile Defense & Protective Systems (MD&PS) Division. This position can be located at either Huntsville Al or Los Angeles/Redondo Beach, CA.

The Subcontracts Manager will provide management and oversight of a team of Supply Chain Subcontract Specialists supporting program goals and objectives including U.S. Federal, International, Foreign Military Sales (FMS), and Internal Research and Development efforts.

Responsibilities include:

  • Directs and manages all cost, schedule and technical performance requirements that are levied on subcontractors and are required to ensure performance and support of contract milestones.

  • Acts as the main focal point to major suppliers for all subcontract related activities; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office.

  • Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost/delivery/quality accountability.

  • Acts as an integral part of Integrate Product Team and Subcontracts Management Teams (SMTs) to make decisions affecting the performance of subcontractors. Establishes milestone objectives and manages performance to committed schedules and contractual specifications.

  • Provides daily direction to staff of subcontracts professionals to ensure program commitments are met.

  • Recruits, trains, and develops subcontracts professionals as needed.

  • Ensures team adherence to company procurement policies and procedures as well as compliance with FAR and DFAR regulations.

  • Performs other functional manager responsibilities including time charging approval, performance evaluations, weekly reporting, etc.

  • Interfaces with DCMA to discuss supplier performance and procurement process as applicable.

Basic Qualifications:

Bachelor's Degree with at least eight (8) years of experience in Operations, Finance and / or Supply Chain.

3+ years of team lead or direct management of employees.

Strong leadership, teambuilding, organization, communication, and negotiation skills.

Knowledge of and prior experience with supplier assessment management system concepts, resource planning, and advanced supply chain concepts.

In-depth understanding of supply chain procedures and regulations. Demonstrated knowledge and skills with Microsoft Office Products and SAP.

Preferred Qualifications:

Masters Degree. Experience with Missile Defense-related programs and suppliers. Experience with continuous improvement tools such as Lean and Six Sigma.
