Northrop Grumman Technology Services is seeking a Program Manager for the Special Electronic Mission Aircraft program. This position will be located in Huntsville, AL. The selected candidate will be responsible for directing all phases of the program from inception through completion. He/she will have primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. The individual will establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of re-sources or changing contractual specifications. The selected candidate will be responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer liaison for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Works with the customer to understand their needs and ensure the mission is completed. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Bachelor of Science or equivalent degree
9 years of experience handling large aviation maintenance programs
Experience with running a P&L and budget
Understanding of the Army's AWR Process
An active Top Secret clearance
Master's degree preferably in Management or Operations
Experience with Operations under DCMA Instruction 8210.1 Contractor's Flight and Ground Operation
Strong working relationship with PM Fixed Wing
Combined experience in military and DoD contractor services
Special Ops background
Qualified/Experience managing technical personnel
Experience with previous OCONUS FOB Deployments
FAA Airframe and Powerplant or Maintenance Test Pilot Certification
Experience working in/with PEO Aviation, PM Fixed Wing, INSCOM & PEO IEW&S
Experience with Federal Acquisition Regulations, Defense Acquisition Regulations, Army Federal Acquisition Regulations, Federal Aviation Regulations, and Defense Logistics Manual (DLAM 8210.1) and Army Aviation maintenance management.
