Northrop Grumman Defense Systems is currently seeking a Manager of Software Engineering 2 for our Elkton, Maryland location.

The Northrop Grumman Propulsion Systems and Controls (PS&C) location in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. You can hike, bike, camp, bird watch, ride horseback, or drop a fishing line. Five rivers, Chesapeake Bay and the C&D Canal can be explored by boat or by land. Job Summary:

Ensure that all development activities utilize the best approaches to ensure an efficient, high performance, rigorous development culture while considering the input of all internal and external customers. Utilize their emotional intelligence to lead, coach, and direct other engineers and technicians to accomplish project deliverables and strategic objectives, drive timely decision making, and develop a highly talented team. They may also serve as the technical specialist in their area of functional responsibility. Serve as a role model supporting the division's mission and values.

Job Responsibilities

  • Provides day-to-day guidance and direction of engineering activities and work products produced by a small group of software engineers in coordination with program managers on semi-routine challenges resulting in moderate impact to the business.

  • Assess the engineering value stream in their area of responsibility with input from key stakeholders. Initiate continuous improvement activities to create high quality and efficient processes. Improve planning, execution, and tracking methods to increase engineering process excellence

  • Coach, support, and motivate to ensure a high performing engineering team.

  • Ensure hiring plans and staff development are aligned to overall capability and capacity strategy. Manage team budgets, schedules and resources to effectively meet business goals.

  • Support technology growth in innovation identification, roadmap development, and proposal preparation.

  • Set and promote high standards for quality and safety. Maintains assigned Northrop Grumman engineering processes and drives technical excellence by ensuring team output meets technical standards.

  • Maintains knowledge of engineering best practices and technology innovations by attending industry events and educational activities.

  • Represent and communicate Northrop Grumman technical capabilities and technologies to internal and external customers. Present deliverables at program technical reviews, proposal reviews, or other technical meetings.

  • Support peer feedback process and input to managers on team member performance.

  • Prepare cost estimates and written technical proposals. Manage cost and schedule for assigned independent research or process improvement projects. Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills in order to plan, motivate and accomplish goals through your staff.

Basic Qualifications:

  • Bachelor's Degree in Engineering and 9 Years of experience or 7 years of experience with a Master's degree in Engineering

  • Must be a U.S. Citizen and be able to obtain a DoD Secret Clearance.

  • Broad technical expertise and working knowledge of engineering disciplines.

  • Depth in the practical application of the software development life cycle and system engineering principals

  • Experience with automated test equipment

  • Experience working with FPGA / SoC, Real Time, and Bare Metal applications

  • Experience directing Software in the Loop (SIL) and Hardware in the Loop (HIL) verification activities.

  • Experience directing Software verification and qualification test efforts to meet Formal Qualification Test (FQT) requirements

Preferred Qualifications:

  • Extensive experience developing embedded flight software for NASA and DoD end users

  • Extensive experience working with C/C++, demonstrating proficiency and expertise

  • Active Secret Clearance

  • Experience in Test laboratory environment

  • Lean or other continuous improvement experience

  • Experience in Project Scheduling/Forecasting

  • Experience with Industry standard for development of software products

This position falls under a Federal Explosives License issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for this location. Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.
