Northrop Grumman is currently seeking a Manager Engineering 3 - Research for our Elkton, Maryland location. The manager will be responsible for managing a staff of approximately 15-20 scientists and technicians.

The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.

Primary Job responsibilities are:

Reporting to the Director of Engineering, manages a diverse group of scientists and technicians to innovate, develop and implement advanced technologies for solid propellant rocket motors, air-breathing engines, and related products. Oversees all Research work to drive technical excellence in planning, processes, and execution, while meeting program scope, requirements, and cost/schedule constraints. Strong safety mindset to ensure personnel and facility safety with energetic and non-energetic operations. Actively manages the Research facilities, equipment, and processes, and associated budgets, to maximize operational efficiency. Actively manages their direct reports in areas such as job expectations, career goals, mentoring/coaching, and Engineering Department accountabilities. Ensures the staff receives the appropriate training and skill development opportunities to be successful in their roles, and will provide feedback (performance appraisals) with respect to their individual performance levels.

Job Responsibilities :

  • Planning, prioritization, allocation, and management of resources to meet program staffing and department budget goals.

  • Coach, support, and motivate to ensure a high performing team. This includes use of Development Plans, stretch assignments, 1:1 feedback, coaching/mentoring, training, recognition, promotion/equity, and other tools to develop and reward our Research talent.

  • Set and promote high standards for safety and quality. Apply sound scientific principles and ensure compliance with all internal and external requirements, standards, processes, and command media in our technical solutions.

  • Drive technology innovation through identification, roadmap development, alignment with functional/site leadership, technical planning, and execution. Maintain knowledge of State-of-the-Art developments within the industry.

  • Take a leadership role in solving significant technical issues. Work with integrated product teams, develop plans to resolve the issues, communicate the plan, ensure appropriate technical resources are applied, and advise Senior Management on progress.

  • Represent and communicate Northrop Grumman technical capabilities and technologies to internal and external customers.

  • Use appropriate metrics to monitor performance and drive data-based decision making.

  • Actively pursue improvement initiatives related to processes and procedures, including audit and training. Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills in order to plan, motivate and accomplish goals through your staff.

Basic Qualifications:

  • Ph.D. in science/chemistry and minimum of 10 years of laboratory experience

  • Prior leadership experience, including development, mentoring, and performance management

  • Strong background in the scientific method, experimental design, technical planning, and technical risk assessment

  • Must be a self-starter and possess the skills necessary to lead and motivate others, achieving results in a timely manner

  • Strong oral and written communication skills, including the ability to present to internal and external customers and management

  • Intermediate to advanced computer skills including Word, Excel, and PowerPoint. Ability to understand and work with multiple enterprise-wide systems.

  • Strong people, leadership, and project management skills.

  • Ability to obtain a DoD Secret Clearance which requires US Citizenship as a prerequisite

Preferred Qualifications:

  • Active Secret Clearance

  • Solid propellant rocket motor and/or energetic material experience
