Northrop Grumman Space Systems designs, builds and delivers space, defense and aviation-related systems to customers around the world. Northrop Grumman Space Systems is seeking an Import Export Administrator 3/4 to join our team of qualified, diverse individuals. This position will be located in El Segundo, CA.

The selected candidate will become part of Northrop Grumman Space Systems' International Trade Compliance (ITC) Department, which provides support and guidance for international trade logistics (export and import) to capture teams, program teams, supply chain and employees.

The successful candidate will apply all aspects of U.S. export and import laws and regulations to enable the movement of tangible hardware, ensure integrity and schedule while achieving regulatory compliance with all customs authorities both domestic and foreign; coordinate and arrange transportation and logistics planning for the international transactions.

A candidate may have stronger qualifications in either import or export transactions. Must be willing to learn both import and export compliance requirements and logistics processes for this position.

In this role, the selected candidate will have:

  • Expertise in trade compliance operations for import and export transactions.

  • Experience engaging with internal and external customers worldwide, customs brokers and freight agents to ensure timely and compliant import clearances and export transactions.

  • Expertise preparing and filing import and export documentation necessary for compliant import and export transactions.

  • Auditing and maintaining import and export transaction records to ensure compliance with internal and government regulations.

  • Creating and analyzing data reports from ACE.

The selected candidate will:

  • Assign US Harmonized Tariff Schedule for spacecraft and launch vehicle hardware and support equipment, and other product lines as needed.

  • Assess complex transactions and projects, including valuation, assist management, planning, schedule, and routing guidance for oversized cargo and hazardous materials.

  • Provide support analysis and regulatory guidance on: Free Trade Agreements, Duty Drawback regulations, Partner Government Agency requirements, Temporary Import Bonds (TIBs,), NASA and DoD duty free entitlement opportunities.

  • Maintain relationships with freight forwarders, customs brokers, foreign consignees/suppliers, and other strategic vendors to control the efficient flow of hardware to meet program/sector requirements.

  • Participate in cross-functional and/or cross sector working groups and projects as assigned.

  • Support other Operations Department activities as assigned.

  • Maintain records and administrative support activities for shipment transactions.

  • Support law department in investigating and resolving compliance problems, questions, or complaints.

Qualifications:

This role may be filled at a level 3 or level 4

Basic Qualifications for a level 3:

  • Bachelor's Degree with 6 years of experience in import or export trade compliance-OR-4 years with a Master's.

  • Experience with the movement of commodities licensed by the Department of State (DOS), Bureau of Industry and Security (BIS) and U.S. Customs and Border Protection, CFR49 Dangerous Goods/IATA/ICAO Regulations

  • Ability to obtain and maintain a DOD Secret Clearance.

Basic Qualifications for a level 4:

  • Bachelor's Degree with 10 years of experience in import or export trade compliance-OR-8 years with a Master's.

  • Experience with the movement of commodities licensed by the Department of State (DOS), Bureau of Industry and Security (BIS) and U.S. Customs and Border Protection, CFR49 Dangerous Goods/IATA/ICAO Regulations.

  • Ability to obtain and maintain a DOD Secret Clearance.

Preferred Qualifications for both levels:

  • Customs Brokers License or ability to obtain.

  • Proficient in the use of the OCR EASE Software.

  • Proficiency with OCONUS country import and export requirements.

  • Operational experience preferred.

  • Active DOD Secret Clearance.
