Northrop Grumman Space Systems is seeking a full-time Manager 3, Capture Management. The selected candidate will work in one of the following locations:

  • Dulles, VA (preferred location)

  • Baltimore, MD

The Capture Manager will be leading and managing complex space systems proposals to include technical, management, past performance, cost, and other proposal volumes for our customers. During the proposal phase of the business acquisition process, the Capture Manager leads a team of engineers and other functional area experts and is responsible for development and submission of highly compliant and responsive proposals.


  • Leads and manages large, complex proposals in response to RFIs, RFPs, and BAAs from DoD, NASA, other U.S. Government agencies, and commercial customers

  • Works with the Capture Manager in the pre-proposal phase to develop messaging and define strengths, win themes, discriminators, and key features of our offering

  • During the proposal phase, leads development of proposals in collaboration with the Capture Manager, subject matter experts, and other assigned personnel

  • Develops a proposal strategy resulting in high-quality proposals

  • Analyzes draft and final RFP documentation

  • Works with other proposal operations staff in preparing all proposal development documents based on RFP requirements, including:

  • Proposal management plan, schedule, outline with content and page allocation guidance, writing assignments, storyboard and word writing templates, compliance matrices, and kick-off meeting materials

  • Leads development, collection, and review of clarifying questions to be submitted to the customer based on RFP requirements

  • Leads the proposal team from RFP release through submission, to include: managing all proposal volumes, conducting daily tag-ups, working with engineers and others to develop content, working with desktop publishing and graphics to prepare volumes, and organizes color team reviews

  • Works with pricing, finance, contracts and subcontracts to ensure their content is integrated into the proposal as required

  • Monitors solicitation developments (amendments, answers to questions, etc.) and keeps proposal writers/teammates updated, revising proposal outline/schedule/etc., as appropriate

  • Utilizes SharePoint to manage proposals

  • Communicates effectively with leadership and staff throughout the entire lifecycle of the proposal, both pre- and post-RFP

  • Responsible and accountable for timely submission of compliant proposals

  • Documents and analyzes lessons learned to improve processes

  • Coaches and mentors proposal team members

  • Maintains a positive environment within the proposal team throughout the proposal process

Basic Qualifications:

  • Bachelor's degree

  • 5 years' proposal experience for U.S. Government customers

  • 3 years' experience in a leadership and/or management role

  • Experience managing a competitive proposal of $20M in value or greater

  • Experience training, leading and directing activities of team members through execution of a formal proposal process

  • Knowledge and understanding of the U.S. Government's competitive acquisition process including federal procurement regulations (FAR/DFAR)

  • Must be able to obtain and maintain a Security clearance

Preferred Qualifications:

  • Active Top Secret security clearance
