Northrop Grumman's Space Systems is seeking an Org Effectiveness Manager 2 to join the Organization Effectiveness (OE) team to lead our Early Career talent initiatives:
Develop and execute the strategy for our Pathways Rotations program to engage and develop our Pathways participants through their first-three year rotations and promote a career mindset that engages this talent beyond the program
Define and deliver a development approach for our early career and critical talent in partnership with the engineering, technology and HR leaders across the sector to assess, develop and retain our critical technical needs
Assess human capital priorities for our early career and technical talent and develop programs that can scale across the sector to meet future growth demand with ready, diverse talent
This position reports to the Director, Organization Effectiveness in Space Systems and may be located in Dulles, VA or Redondo Beach, CA .
Responsibilities will include, but are not limited to:
Establish and execute a Space Systems early career development strategy
Partner with division and functional stakeholders to understand current and future development needs, and identify gaps in offerings then implement plans to close those gaps
Leverage programs at the enterprise and in other sectors to build development approaches for Space
In partnership with CTO and HR Business Leaders/Partners, support technical talent strategies in support of furthering our technical capabilities
Evaluate offering effectiveness, by demonstrating clear business outcomes to ensure offerings provide measurable value to the organization; this includes defining success criteria up front and identifying/collecting critical metrics and associated leading measures

Qualifications:
Basic Qualifications:
A bachelor's degree and at least 10 years of experience in employee development, early career talent initiatives, or closely related experience; OR a master's degree and at least 8 years of employee development, early career talent initiatives, or closely releated experience
A track record of demonstrating creativity and thought leadership
Demonstrated success managing complex and competing organizational priorities
Ability to navigate ambiguous situations and proactively adapt to shifting priorities
Demonstrated success leading organization initiatives within cost and schedule and meeting/exceeding client expectations
Possess strong people-leadership skills with an ability to: help employees connect their efforts to the bigger picture, create an inclusive work environment characterized by mutual respect and the valuing of differences, and build a culture that balances caring, empowerment and accountability, and motivates employees to their highest levels of performance.
Outstanding organizational, project management, and interpersonal skills, including relationship building and collaboration with multiple stakeholders
Must have strong relationship building skills; proven track record of building collaborative partnerships as the basis for being able to influence direction and drive change
Possess exceptional consultative skills that combine thought leadership, influential communication, and strategic problem solving to design and drive talent development results
Occasional travel, post-Covid to support business priorities and program execution
Preferred Qualifications:
Master's degree in Organizational Development, Human Resources, or related field
Experience working with highly skilled technical talent
Experience with project management methodologies
Experience with learning & development methodologies / instructional design
Experience briefing senior leaders
Strong business acumen, including value proposition development, metrics/measurement, and tradeoff analysis
Demonstrated success translating HR, OE and OD concepts and tools to business solutions and outcomes for sustainable business differentiation in the marketplace
Comfortable challenging the status quo. Excellent written and oral communication skills. Confident executive presence
