Northrop Grumman Space Systems is seeking a Manager Contracts Administration 3 to join its team of qualified and diverse individuals supporting its Tactical Space Systems Division (TSSD). The successful applicant will assume contract management responsibilities for international and U.S Government campaigns supporting on Orbit servicing and mission extension services as well as supporting international commercial contracting activities for geosynchronous communications spacecraft.
This position is located in Dulles, VA.
In this role, the selected candidate will be a direct report to the TSSD Contracts Director, and work closely with international capture and program directors, and other functional leadership. Additional responsibilities include division-wide operations support to the Division Contracts Director. TSSD is experiencing unprecedented success and growth, therefore the successful candidate must have the proven ability to pursue and manage domestic and international contracts.
In this role, the successful candidate will be responsible for all aspects of the NSS on Orbit servicing and mission extensions servicing contracts portfolio delivering strong customer satisfaction, successful financial performance and risk mitigation.
The Contract Manager's responsibilities will include but are not limited to:
Review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies and therefore a keen attention to detail is essential.
Planning and executing successful contract negotiations of a complex nature and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals.
Regular and proactive interface and effective collaboration with program, technical and operations organizations in order to provide guidance and direction based upon the requirements of the tender and resulting contracts.
Ability to make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export and security.

Administers, extends, negotiates and terminates standard and nonstandard contracts.
Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information. Candidate's ability to build strong customer intimacy and employee engagement is a key priority to assist with growing this important international campaign business area.

Bachelor's Degree with 10 years of relevant experience in contract administration/management.
Experience negotiating and administering various contract types of varying sizes and types of agreements with the DoD and Intelligence Community.
Thorough understanding of the requirements of applicable government regulations, including familiarity of international commercial contracting as well as FAR, DFARS and ITAR.
Advanced proposal development and negotiation skills.
Demonstrated 3 years of leadership or supervisor experience.
Ability to travel several times annually.
Prior international and commercial pursuit experience, experience with products and services sold directly or indirectly to a foreign customer is a plus.
Good understanding of international/commercial contract terms and conditions including experience with preparation of formal responses to customers, negotiations of terms and conditions, and administration of contracts of various types for a variety of international customers.
Demonstrated ability to effectively communicate with and influence others.
Experience in or familiarity with Uniform Commercial Code (UCC) or other industry regulations, understanding of ITAR and export licensing agreements and procedures, experience in negotiating international Offsets.
Excellent problem solving and decision making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the Corporation.
Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts.
Excellent oral and written communication skills.
Dynamic self-starter with strong attention to detail.
