Northrop Grumman has an opening for a Principal Proposal Analyst to support efforts associated with proposal development, planning and scheduling during the supplier acquisition process. This position will be located in Clearfield, Utah.
The selected candidate will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. They will coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts. Additionally, the selected candidate will coordinate activities and participates in fact-finding meetings and in should-cost and pricing reviews with management and customer representatives.
Essential Functions:
Develops and helps lead proposals by providing clear pricing/estimating direction from proposal kick-off and continued guidance throughout the process for successful proposal execution
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
Reviews and guides the functions in developing quality basis of estimates
Responsible for preparing timely, accurate and compliant price proposals in accordance with request for proposal (RFP) specifications, FAR/ DFARS requirements and Sector Estimating System and Procedures
Researches and analyzes historical data and develops pricing models to support proposal efforts
Possesses the ability to display quantitative data (pricing) in a simple, intuitive format and to present findings in a clear and concise manner to management/ leadership team
Effectively supports customer fact-finding and Leads DCAA I DCMA audits
Participates as an active member of the contract negotiating team
Will be required to manage a diverse portfolio of estimating and pricing activities including, but not limited to, Proposal Cost Volumes, Basis of Estimates, Cost Estimating Factors and ad-hoc analysis
Develop reports and tools as needed to support analytical needs of the pricing effort
Initiates process improvements to enhance productivity & efficiency within Pricing & Estimating
Basic Qualifications:
Bachelor's degree with 6 years of pricing, estimating, finance, contracts, proposals, and/or business-related experience, OR a Master's degree with 4 years of relevant experience.
Demonstrated experience creating spreadsheets and performing data analysis to create meaningful insights for decision-making
Must have the ability to obtain and maintain a Secret Clearance and Special Program Access
Preferred Qualifications:
Ability to perform and apply cost accounting, pricing and estimating concepts and principles.
Ability to work as an integral member of the proposal team to achieve, the Program, and/or NGAS objectives, while maintaining compliance during all stages of the proposal/acquisition process
Ability to meet deadlines in a challenging, multi-tasking environment.
Active Secret Clearance
Salary Range: $74,600 - $111,800
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
