Northrop Grumman's Launch and Missile Defense Systems is seeking a Program Manager 3 to join the leadership team for the Intermediate Range Ballistic Missile / IntercontinentalBallistic Missile (IRBM/ICBM) Targets Program. This $1.5B program with annual revenue in excess of $100M is the mainstay of the Missile Defense Agency's (MDA) Long Range Targets portfolio, and provides both ground and air-launched targets used to test various MDA interceptors. Production efforts are focused in Chandler, AZ; Huntsville, AL; and Promontory, UT, while missions are executed in a campaign style from numerous forward staging areas in the Pacific Ocean.

This position will be located in Chandler, AZ.

The successful candidate will be responsible for the IRBM target vehicle product line, with responsibilities to include:

  • Overall cost, schedule, and technical performance for IRBM production vehicles, associated flight hardware, and ground support equipment

  • All phases of IRBM Mission Execution (Pre-Mission Analysis, Launch Vehicle Missionization, Launch Execution, and Post Mission Analysis) per the MDA Integrated Master Test Plan (IMTP) from various forward staging areas

  • Production, testing, and delivery of adapter kits as needed to meet IRBM mission requirements

  • Management of complex operational schedules encompassing multiple vehicle assembly levels and integration phases encompassing the entire vehicle production life cycle

  • Coordination of multi-disciplinary technical teams (working in conjunction with program Chief Engineer) to identify and execute resolution plans for hardware nonconformances, test anomalies, sibling issues, and other technical problems

  • Coordination with government customer counterparts to identify program Risks and Opportunities, and implement mitigation/recovery or capture plans

  • Coordination with various internal support organizations, such as Supply Chain, Operations, Engineering, and Information Assurance to meet program needs, including establishment of deadlines and budgets

  • Identification and implementation of initiatives to improve program operational efficiency

  • Development and adherence to budget baselines utilizing Earned Value Management System (EVMS) control methodologies and tools

  • Integrated Master and Daily Activity Schedule development and maintenance

  • Task plan development and task instruction execution

  • Preparation of charts and briefings on status/progress and processes; delivering presentations to customers, internal program management team, and other program stakeholders

  • Parts obsolescence tracking and replacement implementation planning


Basic Qualifications:

  • Bachelor's degree in engineering and 12+ years of launch vehicle engineering management experience, or Master's degree in engineering and 10 years of experience

  • Must have U.S. Citizenship and hold a current or active Top Secret clearance with the ability to obtain SCI/SAP level access

  • History of successful engineering management of multi-disciplinary teams

  • Outstanding written and oral communications skills

Preferred Qualifications

  • Experience with all phases of launch vehicle life cycle, including design, integration, and test

  • Campaign style rocket launch experience, preferably with Air-launched/parachute delivered missiles

  • Proposal development experience, ideally as Prime contractor for Missile Defense Agency

  • Understanding of government safety requirements unique to Air Launched missiles

  • History of successful schedule management for DoD mission execution

  • Ability to quickly conduct "what if" schedule assessments for purposes of comparing and evaluating the impact of alternative courses of action
