The Payload and Ground Systems organization within the Northrop Grumman Space Systems pushes the boundaries of innovation, redefines engineering capabilities, and drives advances in various sciences. Northrop Grumman Mission Enabling Products Business Unit designs, manufactures, and operates subsystems supporting spacecraft for communications, imaging, scientific, exploration and national security space applications. The Group is leading supplier of space components that power and enable satellites of all classes, provides technical engineering services to government agencies and laboratories, and is developing exciting new satellite servicing and advanced space flight technologies.

We are seeking a Proposal Manager 1 to join our team. The selected candidate will work with teams creating compliant, compelling business proposals that result in winning new business with U.S. and international customers. This position is located in Beltsville, MD.

Primary Responsibilities:

  • Develops and executes proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices.

  • Engages with Capture Manager to craft proposal strategy and develop compelling messaging that addresses the strengths of the Northrop Grumman offering.

  • Creates compliant, compelling proposals that clearly and succinctly address the RFP requirements.

  • Ensures on-time delivery of proposals and document lessons learned to improve processes.

  • Performs volume lead and writing assignments.

Basic Qualifications:

  • Must have one of the following:

  • Bachelor's degree in engineering or bachelor's degree in other technical, business or management disciplines with 10+ years relevant experience will also be considered or Master's degree in other technical, management, or business discipline with a minimum of 5+ years of relevant proposal experience will also be considered.

  • A minimum of 5 years of specific experience in Proposal or Program management.

  • Must have experience leading proposals.

  • Experience leading proposal volumes and/or performing as a writer on proposals.

  • Strong attention to detail required as this position requires processing large amounts of data across dozens of programs simultaneously.

  • Strong teamwork and communication skills to ensure changes to plans are fully understood.

  • Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment.

  • Strong computer skills including MS Office required (particularly Excel).

  • US Citizenship required.

Preferred qualifications

  • Experience with international programs, proposals, and contracts.

  • Excellent skills in critical thinking, writing, editing, visual element planning, and BOE development.

  • Experience as a Proposal Manager within Space components or assemblies.

Salary Range: $101,800 - $152,800

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
