Northrop Grumman Defense Systems sector is seeking a highly motivated and detailed-oriented Project to join our team of qualified, diverse individuals. This person with directs all phases of programs from inception through completion. Be responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participate in the negotiation of contract and contract changes. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establish design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establish milestones and monitors adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.

The candidate will be in primary communication with the CMS project officer and will be responsible for the day-to-day operations of the project and the financial aspect of the review contract. The Project Manager 3 / Project Director will be responsible for timely completion of all tasks, financial management and reporting related to the program.

Qualifications:

Basic Qualifications:

  • Bachelor's degree in a relevant field of study and a minimum of ten (10) years project management experience overseeing large projects, budgets, and staff;

  • Supervisory/Managerial experience related to file/record management;

  • Supervisory/Managerial experience related to the performance of medical documentation reviews;

  • Working experience with electronic medical records or electronic transmission of medical records;

  • US Citizenship or Permanent Residency (Green Card holder) required in order to obtain and maintain Position of Public Trust clearance

Preferred Qualifications:

  • Master's Degree

  • Five years working in Medicaid and/or CHIP at a state or national level with three of those years working with states' claims processing systems and/or the medical review process;

  • Project Management Profession (PMP) Certification

  • Experience working with federal and/or state government and IT governance processes

  • Experience delivering systems in both Agile and Waterfall environments

  • Experience working in a CMMI Level 3 or higher delivery environment

  • Healthcare IT industry experience

  • Experience with data analytics tools

  • Knowledge of architecture and modeling tools

  • Shall have at least one of the following certifications:

  • Is a registered health information administrator; and/or

  • Is a registered health information technologist
