Northrop Grumman Mission Systems Sector is seeking a Principal or Senior Principal Program Cost Control Analyst to support the Restricted Operating Unit of the Airborne Multifunction Sensors (AMS) division.
This position is located in Linthicum, MD and is a full-time on-site position.
The Program Cost Control Analyst position will report to the Restricted Emerging Major Program Business Manager and will be responsible for leading various programs' business management functions, with a primary focus on the portfolio's Fixed Price Development programs. The individual will interact with various departments and operating unit staff to implement program financial reporting and analysis. In addition, the Analyst will directly interface with program managers, IWO customers and stakeholders, as well as functional management, control account managers (CAMs) and other business management staff to provide financial support and analysis.
Roles and responsibilities include, but are not limited to:
Implementation and application of an Earned Value Management (EVM) System that adheres to customer requirements, NDIA's IPMD's EIA-748, and the Corporate System Description
Distillation of EVM data into action-oriented insights, informing programmatic decision making
Set up of cost control systems, with an emphasis on close monitorization of cost / schedule in a fixed price environment
Identify and document mitigation plans related to program cost and schedule risk
Coordinate and prepare program financial forecasting and reporting (i.e., Income Statement and Balance Sheet projections) with thorough and clear variance analysis/explanations, the Annual Operating Plan (AOP), and the Labor Resource Plan
Facilitate, monitor, and forecast program financing mechanisms including Accounts Receivable, Advanced Payments, and Performance Based Payments
Ensure adequate funding availability by maintaining accurate records of expenditures, preparing program spend projections, and coordinating submission of timely requests to end customer(s)
Perform analyses and prepare reports to ensure program contracts are within negotiated, agreed-upon parameters, government cost control guidelines, and accounting guidelines
Support program audits, reviews, and fact-finding as requested by program customers, audit agencies, and company management
Provide and prepare financial inputs to internal reports and presentations (IPRS, Dashboards, BARs, Etc.)
Mentor early career business (PCA) professionals, with a strict focus on transferring knowledge and best practices to elevate overall team performance

This position may be filled at either a Principal or Senior Principal Level based on the qualifications outlined below.
Basic Qualifications for a Principal level:
Bachelor's degree in Accounting, Finance, Business Administration, or related field with 6 years of related professional experience - OR - a Master's degree as described above with 4 years of related professional experience
The willingness and ability to work on-site, within a closed area, 100% of the time
Advanced Excel skills
Experience with EVM Systems including experience with the following: developing a Work Breakdown Structure (WBS) and initial Performance Measurement Baseline (PMB), facilitating a baseline change request process, preparing Integrated Program Management Reports, completing a Comprehensive Estimate at Complete
Experience developing and presenting information to external customers and/or upper management
Experience with income statement/balance sheet analysis
Current, active US Secret level security clearance or higher.
Basic Qualifications for a Senior Principal level:
Bachelor's degree in Accounting, Finance, Business Administration, or related field with 10 years of related professional experience - OR - a Master's degree as described above with 8 years of related professional experience
The willingness and ability to work on-site, within a closed area, 100% of the time
Advanced Excel skills
Experience with EVM Systems including experience with the following: developing a Work Breakdown Structure (WBS) and initial Performance Measurement Baseline (PMB), facilitating a baseline change request process, preparing Integrated Program Management Reports, completing a Comprehensive Estimate at Complete
Experience developing and presenting information to external customers and/or upper management
Experience with income statement/balance sheet analysis
Current, active US Secret level security clearance or higher.
Preferred Qualifications for both levels:
Experience with COBRA, COGNOS, and SAP
Experience with Fixed Price programs/environments
Experience with Internal Work Order (IWO) contracts
Salary Range: $82,400 - $123,600
Salary Range 2: $102,200 - $153,200
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
