Northrop Grumman Enterprise Operations Lead Manager 3 - Top Secret or SCI clearance w/SSBI (Various Locations) in Aurora, Colorado

Northrop Grumman Strategic Space Systems is seeking an Enterprise Operations Lead (EOL) Manager 3 to join the Rushmore Program , an Operations & Maintenance contract performed around the world. This position can be located in Redondo Beach, CA, Aurora, CO, Harrogate, UK, OR Alice Springs, AU based on clearance level.

The EOL, along with other team leads, are chartered with leading the transformation from two former contracts (which managed two distinct system types across three geographically disperse operational sites) to a single enterprise. The enterprise is well served when best practices are identified and adopted to drive commonality with the expectation of manpower and process efficiencies compared to historical practices.

The EOL is a Key Person on the contract (dedicated full time) and responsible for the cross-site integration of operations-related technical service functions. The EOL is the operations subject matter expert for the team and casts the vision for the art of the possible within resource constraints. The EOL manages his/her own team of people resources to perform centralized enterprise functions, undertake efficiency initiatives (to also include enterprise software initiatives), perform special projects of interest to the customer and those that enhance mission utility, and perform foundational work to enable change. The EOL also deploys his/her team around the world when and where needed on a temporary basis to surge to support important activities. Key to championing improvements and change is a strong partnership with the operations managers at the three operational worldwide sites. This includes collaboration to formulate objectives, assess alternatives, assess cost/risk/benefits, and agree upon methods of implementation.

This position is responsible for program level initiatives of strategic importance to the mission and contract. This includes:

  1. Cross-Site Integration: Maintain awareness of each operational Sites' methods, practices, customer culture, priorities, challenges and needs. Understand what is required to satisfy the technical operations portion of the Statement of Work. Articulate and offer solutions that standardize and/or improve operations that benefit the overall enterprise. Ensure a single set of priorities is established when external coordination is required (examples: Baseline Change Discrepancy Reports)

  2. Efficiency Initiatives: Champion implementation of assigned Efficiency Initiatives (defined in the award fee plan); while surveying other work processes for inefficiencies worthy of improvement (cost/benefit). Report progress to the customer.

  3. Manage Enterprise Operations/Software Staff: Define, prioritize and monitor work performed by direct reports in support of enterprise operations and enterprise software objectives. Allocate people resources to support (temporary) surge tasks to any of the worldwide operational sites upon need. Lead and execute support to the development organization's rehearsals and transition to operations events in advance of platform handover into operations.

The successful candidate will coordinate with stakeholders in multiple time zones, take initiative, be results-oriented, challenge status quo, be a compelling agent of change, communicate well with customer counterparts, lead timely resolution of technical or other issues, and coach the team to select and apply appropriate tools, techniques, and approaches. CONUS and OCONUS travel is required.

The EOL position may be located at any of the following sites . The hiring manager will make the final determination of the specific site location for the selected candidate.

Redondo Beach, California

Harrogate, United Kingdom

• A comprehensive overseas relocation and compensation package is offered with this position

• Must have active SCI clearance with an SSBI and Counter Intelligence polygraph no older than 3.5 years (unless already a Permanent Change of Station employee of Northrop Grumman on the Rushmore contract in Harrogate)

Alice Springs, Australia

• A comprehensive overseas relocation and compensation package is offered with this position

• An initial 2-year tour commitment is required for this location

• Must have active SCI clearance with an SSBI and Counter Intelligence polygraph no older than 3.5 years (unless already a Permanent Change of Station employee of Northrop Grumman on the Rushmore contract in Alice Springs)

Qualifications:

Basic Qualifications:

  • Bachelor's Degree in a technical or engineering discipline with 10+ years of experience supporting U.S. Government contracts and customers in the aerospace/defense engineering industry

  • 10 years of experience related to 24/7 operations, maintaining operational situational awareness, and coordinating and synchronizing mission operations across a geographically dispersed location and mission set

  • 4 years of cumulative firsthand operational experience at 2 or more different geographical sites (can be any combination of CONUS & OCONUS sites)

  • Demonstrated leadership/championing of a major project change initiative

  • Demonstrated experience with cost/schedule management and accountability

  • Active TS/SSBI OR SCI with SSBI Clearance

Preferred Qualifications:

  • Masters Degree in a technical or engineering discipline

  • 5 years of proven leadership or program management experience

  • Familiarity with the specific operational hardware and software baselines employed by the Rushmore program
