Northrop Grumman Mission Systems is actively recruiting a mid/senior level Cyber Operations Planning team member in support of an existing long-term Government Program Office. This position is located in Arlington, VA.

This position will entail working with our experienced Cyber Operations team developing solutions and analysis in support of emerging DoD Cyber efforts. We're looking for a highly motivated, team oriented, individual with the ability to communicate/coordinate highly technical cyber operations planning directly with the customer and distributed team members. Provides full spectrum cyber operations planning support to Combatant Commanders and DoD organizations. Provides analysis, planning and targeting support to integrate and synchronize cyber operations and exercises. Duties include development of military operational plans and development of innovative solutions to complex problems. Experience is necessary supporting compartmented or special operations such as Special Technical Operations (STO) Planning, Tailored Technical Operations, or service in a position with similar responsibilities and must have a working knowledge of cyber theory, employment, and tactics, techniques and procedures.

Knowledge, Skills and Ability:

- Conducts research, analysis, and evaluation of network planning/operations and cyber warfare tactics, techniques, and procedures

- Analyzes network events to determine the impact on current operations and conducts research to determine adversary capability and intent

- Conducts IP-based and/or non-standard protocol analysis in order to analyze switching and signaling protocols between different nodes in networks including PSTN and mobile phones

- Coordinate activities and events in conjunction with the Joint Information Operations (IO) Range in support of program requirements

- Prepares cyber assessments based on the sophisticated collection, research and analysis of classified and open source information

- Collects data using a combination of standard/non-standard methods and business processes

- Produces high-quality papers, presentations, recommendations and findings for senior US government officials

- Applies extensive technical expertise and communicates analysis effectively and clearly

- Develops technical solutions to complex problems. Must possess solid coordination skills and develop relationships with mission partner organizations.

This requisition may be filled at a higher grade based on qualifications listed below.

This requisition may be filled at either a Level 3 or a Level 4

Basic Qualifications for level 3:

-Bachelors degree with 5 years professional experience; or Masters degree with 3 years professional experience; or PhD. degree with 0 years of experience. Four (4) additional years of job experience may be substituted in lieu of college degree.

- 5 years of experience providing analytic support to planning, execution and assessment of cyber-ISR, cyber-OPE and cyberspace operations activities

- 5 years of experience conducting digital network analysis and reporting

- Detailed knowledge of US SIGINT enterprise as well as associated processes and policies

- Must be familiar with DoD or Service cyber policy, processes, security policy and execution.

- Must possess solid coordination skills and develop relationships with mission partner organizations.

- Active/Current Top Secret Clearance with the ability to obtain SCI Access

- Full Scope Polygraph

Basic Qualifications for level 4:

-Bachelors degree and 9 years professional experience; or Masters degree with 7 years of experience; or PhD with 0 years of experience. Four (4) additional years of job experience may be substituted in lieu of college degree.

- 9 years of experience providing analytic support to planning, execution and assessment of cyber-ISR, cyber-OPE and cyberspace operations activities

- 9 years of experience conducting digital network analysis and reporting

- Detailed knowledge of US SIGINT enterprise as well as associated processes and policies

- Must be familiar with DoD or Service cyber policy, processes, security policy and execution.

- Must possess solid coordination skills and develop relationships with mission partner organizations.

- Active/Current Top Secret Clearance with the ability to obtain SCI Access

- Full Scope Polygraph

Preferred Qualifications:

- Network administration management certification

- Experience with DoD Offensive Cyber Operations, working knowledge of Special Access Program processes and procedures. Experience in briefing senior US government officials.
