Northrop Grumman is seeking a Sr Principal Supply Chain Specialist for our Business Unit, Oceanic Systems , specifically leading the Advanced Propulsion Bearing (APB) program located in Annapolis, MD .

Position Summary:
Supports and manages all subcontracted and purchased material for the Advanced Propulsion Bearing (APB) program. Coordinate activities of various Supply Chain disciplines by creating and participating in program level Supply Chain strategies and plans. Ensure the placement and receipt of all material requirements to meet those strategies and plans in support of program requirements including complete material management / ownership (schedule, cost and Material EAC). This individual is the liaison between the program office and the Supply Chain organization and is responsible for the development, coordination and execution of all program’s specific material strategies, supply chain objectives, and enterprise objectives. Will represent Supply Chain to the Customer, Program Management and Oceanic Systems management. This individual may be responsible for multiple programs, which will have numerous variations in responsibilities from simple to complex. This individual will manage all program proposal Supply Chain activities in support of strategic pursuits to enable success of each program.
Defines and develops material strategy. Responsible for the assessment of supply resources; aggregates and prioritizes demand requirements; plans inventory, distribution requirements, production, material and rough-cut capacity for all products. Participates in make/buy process, long-term capacity and resource planning; product phase-in/phase-out, manufacturing ramp-up, end-of-life management and product-line management. Analyzes purchase material supply/demand position using Material Requirements Planning (MRP) tools. Plans inventory levels based on dependent and independent Bill-of-Materials (BOM) requirements. Creates/reduces supply requirements based on inventory adjustments. Creates/releases requisitions. Receives/reviews requirements for non-standard parts. Analyzes lead times and identifies critical path procurements.
The Principal Supply Chain Specialist functions include, but are not limited to, functioning as the “owner” of the materials i.e. Deputy Program Manager for all material related items. This includes: developing material strategies on complex programs; facilitate Make/Buy decisions; prepare and execute Material Program Plans (MPPs) which includes both cost and schedule; identifying and mitigating complex program risks as they pertain to material requirements; achieve program material budget objectives by developing a set of strategies that will achieve those directives; gather estimate at complete (EAC) data and managing program purchase requirements to meet production build schedules; work closely with Subcontracts and Purchasing with resolving Supply Chain issues for the program and work closely with the program office in resolving program material cost problems; work closely with Supplier quality and Mission assurance to ensure material is received on-time and conforming to the requirement to support the contractual need. Manage a material cost account under a program with EVMS requirements and cost accounting responsibility (material and labor) for an assigned program. May serve on an approval board such as CCB, MRB, etc.
Major Responsibilities:
• Achieve EAC (estimate at complete) and ETC (estimate to complete) goals within programs of responsibility.
• Support all proposal activities and program targets
• Achieve material sales goals
• Support on-time delivery performance of suppliers within programs of responsibility (Supplier OTD >98%).
• Ensure high quality products from suppliers within programs of responsibility (Supplier Quality >98%).
• Develop and execute strategic commodity plans and procurement process improvements to ensure future / long term program success.
• Lead the program and purchasing professionals in the development of sourcing strategies, bid package preparation, supplier evaluation and selection.
Basic Requirements:
• Bachelors degree and 8+ years of supply chain, procurement or subcontracts experience; 6+ years of supply chain, procurement or subcontracts experience with a Masters degree; 12+ years of supply chain, procurement or subcontracts experience in lieu of a bachelors degree
• Must be a US Citizen
• Must be able to Travel up to 15%
Preferred Requirements:
• Experience converting customer terms, conditions and requirements into estimating requirements for suppliers, and be able to review Supplier proposals for completeness and conformance to program requirements.
Experience providing complex material program strategies for programs with numerous end item and variations.
• Experience with MRP tools to analyze supply/demand requirements, monitors inventory levels based on dependent and independent Bill-of-Materials (BOM) requirements and maintains accurate material lead times
• 6+ years of relevant experience from a large DoD organization coupled with a deep understanding of supply chain management and program management.
• Experience in purchasing and planning, material procurement, MRP/ERP planning and transactions, BOM structures, and material estimating and Basis of Estimate creation.
• FAR/DFAR Regulations experience
• Experience leading teams is desired as this individual may also be required to lead specialized groups for the purpose of achieving specific organization goals.
• Experience working with Microsoft Excel.
Salary Range: $108,400 - $162,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
